Mayor Mallory highlights successes, commits to transit in seventh State of the City address

Mayor Mark Mallory (D) focused on the positives during his seventh State of the City address, and he challenged Cincinnatians to get involved in projects or policies they want to see become reality.

As part of that challenge, Mayor Mallory identified a formula for success built on five elements – pride, commitment, investment, partnership and promotion.

“Every neighborhood should celebrate its own history,” Mayor Mallory urged during the roughly 47-minute address. “We need to do more to celebrate our history in order to create more pride in Cincinnati. Pride inspires people to commit to improving our city. Pride also gets people to invest in making this city a better place.”

Mallory then turned his attention towards the region’s urban core and defended why his administration focuses so much on time and energy there saying it is the economic engine for the entire region.

“There is no West Chester without downtown Cincinnati. There is no Mason without downtown,” Mallory exclaimed. “There is no sub without the urban…it all works together. A strong and healthy and vibrant downtown Cincinnati benefits the entire region.”

Mallory drove the point home by categorically identifying downtown Cincinnati as a success story which has landed several new headquarters recently, and has seen dunnhumbyUSA grow from a staff of three employees in 2003 to a projected staff of 1,000 employees in 2014.

The mayor continued by saying that the many companies and residents moving to the region’s urban core are doing so because of the investments being made by City Hall. One of the most high-profile of these investments is the Cincinnati Streetcar, which the mayor highlighted and identified a five-phase expansion plan in conjunction with two regional light rail lines.

The future phases of modern streetcar extensions include a route running from Over-the-Rhine to Uptown, a line running from Uptown to Walnut Hills, a center city loop serving Newport and Covington, and a line extending from Over-the-Rhine to Union Terminal. The two regional light rail lines would service the I-71 and I-75 corridors.

Mayor Mallory then took the opportunity to announce that Spanish-based Construcciones y Auxiliar de Ferrocarriles (CAF) will manufacture Cincinnati’s five initial modern streetcar vehicles at their United States facility in Elmira, New York.

“Before we are even finished with the first phase, we have started work on the second phase,” Mallory revealed. “I have already asked for federal funds to study which route will be used to connect to our assets in the uptown area like UC, the hospitals, the zoo, and the EPA.”

The mayor shifted directions and emphasized the importance of public safety, using recent progress in Over-the-Rhine as success stories.

“It used to be that on Sunday mornings people would come to Over-the-Rhine to buy a week’s worth of drugs,” said Mallory using the Gateway Quarter as his example. “Now, on Sunday mornings, people come to Over-the-Rhine to eat check and waffles at Taste of Belgium.”

Mayor Mallory concluded the speech by highlighting the importance of becoming a more global city to the crowd of more than 350 people.

“In China, they are talking about our emergency preparedness. In Saudi Arabia, people are looking at Cincinnati for potential business investment. In Germany, people are talking about our cutting edge efforts in the area of sustainability. And right now, all over the world, people are talking about the World Choir Games.”

“We have created an international presence, and because of that buzz, we were able to attract the World Choir Games. Make no mistake, this is the greatest opportunity to showcase the city that we have ever had…and we earned it.”

The Heights Music Festival returns this weekend

Music fans will get the chance to see over 90 performances this weekend across five venues in Uptown. The Heights Music Festival, formerly known as the Clifton Heights Music Festival, will return on Friday and Saturday for its sixth installment.

Street musicians, stand-up comedy, and other unique activities will be featured in addition to bands such as The Minor Leagues, Skeetones, State Song, Mad Anthony, Eclipse, The Kickaways, Josh Eagle & The Harvest City, Evans Collective, The Yugos, Sassy Molasses, and The Ohms.

Shows will be held at Rohs Street Cafe, Baba Budan’s, Mac’s Pizza Pub, Christy’s Biergarten, and Roxx Electrocafe. One pass will give attendees access to all venues. A two-day pass is $10 in advance ($12 at the door), and one-day passes are also available for $5 in advance ($8 at the door).

A new addition to the festival is the Day Fest, starting at 3 p.m. on Saturday, when all venues are open to people of all ages. All other shows, starting at 7 p.m. each night, are for ages 21+.

Tilt-shift take two at the University of Cincinnati

University of Cincinnati (UC) student Brian Spitzig noticed when we posted his first tilt-shift video of UC’s main campus several weeks ago, and said he was initially thrilled to get the exposure. Spitzig then told UrbanCincy in an email that he saw the comments and felt challenged to produce a better quality tilt-shift product.

“I read the feedback and knew it wasn’t a very high quality tilt-shift video.” Spitzig said. “I have studied a little bit more and practiced with new techniques.”

His follow-up video once again focuses on the University of Cincinnati’s internationally acclaimed campus, but this time he shifts the focus to new areas. Viewers now get perspectives of Calhoun Street, Campus Green, construction work for U Square at the Loop, UC Main Street, Nippert Stadium, McMicken Commons, Jefferson Street, the plaza outside of DAAP, and Varsity Village.

Spitzig says that he is working with a friend to find the best places to film around the city, but believes UC provides a perfect setting for filming videos of this nature due to its dynamic urban setting with easy access to buildings and high vantage points.

Uptown neighborhoods looking to reform on-street parking policies

The streets of Clifton Heights, University Heights, and Fairview (CUF) are becoming more congested each year. As the University of Cincinnati (UC) enrollment increases, it has become a struggle to provide enough housing units and places to store automobiles.

This growing population shines light on a problem CUF has struggled with for more than 30 years. It is hard not to notice that Cincinnati’s urban core is on the up-and-up, and the work that organizations like the Cincinnati Center City Development Corporation (3CDC) and OTR A.D.O.P.T. are doing in Over-the-Rhine is making the area more attractive to young professionals, artists, students, and even some older suburbanite emigres. And this is a trend that seems poised to continue as gasoline prices continue to rise.

The increased interest in downtown will soon spillover into CUF which itself has many benefits – ample green space (Bellevue Hill Park, Fairview Park, and tree-lined streets), a variety of restaurants and nightlife, unique cafes, beautiful houses and of course its proximity to UC, Findlay Market, Over-the-Rhine and the Central Business District. An influx in residents means more people, more cars and tougher competition for car storage in a neighborhood proudly built in an age before automobile parking was mandated by law.

It was with all of this in mind that the CUF Neighborhood Association (CUFNA) trustees formed a committee in the summer of 2010 to develop solutions to the parking problem. The committee, made up of longtime residents, landlords, students, new residents, and business owners, has worked for the past year-and-a-half to develop a plan to serve the parking needs of both residents and visitors alike.

The committee’s proposal is similar to San Francisco’s metered parking program, and calls for a market-based approach to allocating on-street spaces. It is envisioned that this will provide residents with greater certainty in parking while allowing better access for shoppers and visitors. The plan, which would ensure the constant availability of parking spaces, is projected to pay for itself and provide a substantial new source of revenue for either the City or a specific neighborhood improvement district.

The parking proposal calls for the introduction of priced monthly permits or smart-metered shorter term parking for the roughly 3,000 on-street spaces in Clifton Heights, University Heights and Fairview. The city’s Department of Transportation & Engineering (DOTE) would then be responsible for setting permit and meter prices each month to target an 85-90% occupancy rate.

The prices, advocates say, would be skewed in favor of neighborhood residents and would ensure that some spaces are always available when they are needed. Currently, residents and visitors alike can spend up to an hour circling not only on weeknights, but throughout the day as well.

Preliminary numbers indicate the revenue from permit sales alone could pay for around-the-clock enforcement while still generating a surplus of between $50,000 and $200,000 annually. San Francisco and Washington, D.C. have proven the popularity of such programs. With increasingly congested streets these cities began to set market forces on the efficient allocation of on-street vehicular parking.

Advocates of the idea say that they are still working to get the city’s support, but hope that progress can be made on the reforms sometime in 2012.

New tilt-shift video captures University of Cincinnati’s award-winning campus

While tilt-shift photography has started to take root in Cincinnati, tilt-shift videography has yet to really take off. That is until now.

Brian Spitzig has produced a tilt-shift video showcasing the uptown campus of the University of Cincinnati. The two-minute video takes viewers all over the university’s main campus, and highlights some of its immediate surroudings including Corryville and Clifton.

The most dynamic parts of the video show off the university’s internationally acclaimed campus features – most notably Main Street (1:15) and McMicken Commons (1:28). The short video is set to Coldplay’s Paradise which has its chorus play triumphantly over these dynamic scenes of campus life at the University of Cincinnati.

Most notably absent from the University of Cincinnati Tilt-Shift video were any scenes from Campus Green, the College Conservatory of Music, Herman Schneider Quad, or the campus’ southern Clifton Heights border.

Massive funding cuts at ODOT pose threat for Cincinnati-area projects

The tentative project list released last week by the Ohio Department of Transportation’s (ODOT) Transportation Review Advisory Committee (TRAC) will delay many major highway construction projects throughout the Cincinnati region.

Some of the Cincinnati-area projects to be impacted by ODOT’s budget crisis include the Oasis commuter rail line which had its funding erased, the highway portion of the Eastern Corridor Project which has now been delayed, and start dates on future phases of I-75 reconstruction work have been pushed beyond 2020.

ODOT’s cuts have also affected the City of Cincinnati’s West MLK Drive Access Improvement, since that project was coordinated with phase four of the I-75 Millcreek Expressway project. Some of that prep work has begun with ODOT demolishing the old Interstate Motel and several apartment buildings near McMicken Street in 2011 in preparation for reconstruction of the Hopple Street interchange in 2013.

With $109 million in Millcreek Expressway phase four funds now delayed until after 2020, Michael Moore, Director of the Department of Transportation & Engineering (DOTE), told UrbanCincy that the city will continue to proceed with work planned for MLK Drive between Dixmyth Avenue and McMicken Street in 2012.

“We will have to modify the west end of the project, since our design ties into the ODOT work,” explained Moore. “Then ODOT will have to modify their eastern end to tie into our work. At issue will be how the shared bike/hike path terminates, but there is really little that can be done at this time with our project to connect to Central Parkway without the reconstruction of the Hopple Street bridge.”

Two miles east of the West MLK Drive Access Improvement, preliminary planning will continue for an interchange between East MLK and I-71. TRAC has programmed $3 million to fund environmental studies, select a preferred alternative, and perform preliminary design work.

“No timetable had been set for construction, since this preliminary work had not been funded, but this TRAC infusion is good news and allows us to move ahead to prepare plans,” Moore detailed. “ODOT is also working out a plan of action for changing this project to the new Plan Development Process. This should help streamline the project development a bit.”

Elsewhere, phase one reconstruction work on I-75 will continue near Mitchell Avenue, and work on phase three, the reconstruction of the I-74 Beekman/Colerain interchange, has been fully funded and will commence later this year. However, funding for reconstruction of the I-75/I-74 interchange and all work south of that point has been delayed, as has all planned work between the Norwood Lateral and I-275.

When asked about the ongoing work on the Waldvogel Viaduct, DOTE’s director informed UrbanCincy that the reconstruction project has been fully funded, and will not be affected by ODOT’s cuts. A second phase of that project, which involves upgrades to the Sixth Street Expressway, has also been fully funded and will proceed as planned.

Construction to begin on $78M mixed-use development uptown

After lengthy delays, U Square at The Loop, a new mixed-use development planned for Calhoun and West McMillan streets just south of the University of Cincinnati’s campus, is finally set to begin construction in January.

For Clifton Heights, it means the largest development since University Park Apartments (UPA) was completed in the fall of 2005. But for residents, it will mean construction and traffic detours through much of 2012 that will transform a long-vacant piece of real estate into $78 million development.

The site once housed a smattering of drive-thru restaurants and a small collection of historic building stock, but was cleared in 2003 to make way for the development. The project then became entangled in a messy eminent domain case with Acropolis Chili and Inn the Wood restaurants which did not end until 2005 when UPA was completed across the street.

“While there is undoubtedly a lot of work converging at once, we have phased a lot of other work in prior years,” explained Clifton Heights Urban Redevelopment Corporation (CHCURC) director Matt Bourgeois in reference to various streetscaping projects, renovation of Classen Park in 2010, and construction of 65 West Apartments in 2011.

Developers anticipate groundbreaking on U Square at The Loop to take place in January 2012 on more than 150 apartments, two parking garages totaling 750 spaces, office and retail space. The final hurdle has been financing, and was finally cleared when the University of Cincinnati (UC) signed a lease on 40,000 square feet of office space for its Campus Services Department.

The lease signed by UC then triggered the signing of several retailers which had signed letters of intent on approximately nine-percent of the development’s total street-level retail space. Those retailers include DiBella’s Old Fashioned Submarines, Great Clips and Firehouse Subs.

Growing Pains
Final drawings and permit acquisition for the project are currently underway, with site excavation set to begin soon. Developers say that the project’s two blocks—one primarily office and one primarily residential—will undergo construction simultaneously, with the residential component set to begin in late February and the office component to begin in mid-April.

Though the smaller office block is expected to be complete by the end of 2012, developers do not expect the site’s residential component to be finished until July 2013. At the same time, city officials will continue streetscape improvements throughout Clifton Heights which will include two phases of work in the spring of 2012.

“Both projects are a part of the original urban renewal plan from 10-plus years ago and they are finally coming to fruition,” Bourgeois stated. “I wouldn’t discount the “growing pains” that are part of that, but I think that was to be expected and it becomes simply a matter of planning and managing a difficult scenario with the construction and maintaining good communication.”

A future phase of the development at U Square at The Loop includes the vacant “Gateway” site at Vine Street and Calhoun Street. There, a mid-rise office building is envisioned at what would become the junction between Uptown and Downtown streetcar lines.

“Our goals [set forth in the urban renewal plan] are being met and that is certainly something to celebrate,” concluded Bourgeois. “This is a continuation of that work, and another hugely positive step towards the rejuvenation of the Clifton Heights business district.”
