All Aboard Ohio Celebrates Recent Successes, Future Plans at Recent Meeting

Last Tuesday, All Aboard Ohio held their Spring meeting at the newly-opened Taft Ale House in Over-the-Rhine.

President of the Southwest chapter, Derek Bauman, ran the meeting, which not only included discussion of advocacy for interstate passenger rail in Cincinnati, but also of the ongoing construction of the Cincinnati Streetcar.

Several community leaders and representatives were present, including Streetcar Project Manager John Deatrick, Metro’s Rail Operations Manager Paul Grether from Metro, the chief of staff for Councilman Kevin Flynn, a representative from the Cincinnati Preservation Society, the president of Queen City Bike, and even Cincinnati Union Terminal’s Amtrak station manager.

To begin the meeting, Deatrick and Grether talked about the construction of the streetcar system, which can be seen directly outside of Taft’s Ale House, and the future operation of it. Deatrick informed the crowd that almost 70% of the construction is complete, which is ahead of schedule, and the city expects the first streetcar delivery by September.

When asked to address the ongoing discussion about the next phase to Uptown, Deatrick declined to comment.

Grether then explained how his organization acts as the conduit for federal funds to the streetcar and will be the future operator of the system. He also discussed Metro’s plans to schedule the streetcar in a manner that complements and fully integrates with Metro’s bus operations, and those of TANK.

Another key point that Grether mentioned is that the technology is in place to be able to give streetcars signal priority, should leaders at City Hall decide that is desirable. Such a move would quite significantly improve travel times and performance.

As the conversation moved on, Bauman spoke about the group’s efforts to establish daily passenger rail service between Cincinnati and Chicago. Not having daily rail service to Chicago damages business competitiveness for the city, Baumann said, considering that Milwaukee, St. Louis, Detroit and Indianapolis already currently boast such service.

The effort has received renewed interest as of late due to the debate surrounding the future of the Hoosier State line, which connects Chicago to Indianapolis. Project proponents scored a big win recently when funding was picked up by the State of Indiana to continue its service. Those efforts even attracted the attention of Senator Joe Donnelly (D-IN) in a letter he penned to the Federal Railroad Administration about the possibility of future extensions of the line.

Since assuming the presidency of the local chapter, Bauman has made a variety of changes to allow for greater participation and engagement. Meetings are no longer confined to members, for example, and they have begun reaching out to the business community and area universities.

Bauman said that he hopes this approach will help make daily passenger rail service a reality for the Cincinnati region at some point in the near future.

System Designs Unveiled, Operating Agreement Reached for Cincinnati Streetcar

Officials with the City of Cincinnati and Southwest Ohio Regional Transit Authority (SORTA) made several major announcements last week pertaining to the rollout of the Cincinnati Streetcar system.

While the design of the rolling stock and the system’s color scheme were revealed more than a year ago, the official branding for the new mode of transit for the Cincinnati region had not. SORTA officials say that the branding will be utilized all throughout the system including its fare cards, ticketing machines, uniforms, wayfinding, brochures, website and social media, and, of course, the trains and their stations.

The branding scheme was put together by Kolar Design, whose offices are located in the Eighth Street Design District just two blocks from the nearest streetcar stop, after competing with more than 100 other firms interested in the opportunity to developing the design scheme.

Project officials say that the $25,000 cost for the branding effort was paid for through Federal funds.

Founders Club Card Sales
At the same time, SORTA and City officials announced the availability of 1,500 Founders Club Cards. The sale of the cards, officials said, would help raise some initial funds to be used to help offset initial operating expenses.

Project officials have informed UrbanCincy that approximately half of the 1,500 cards were sold within the first 24 hours of going on sale; and that more than 1,000 had been sold by Friday. A limited number of Founders Club Cards are still available for purchase at the Second Floor Cashier’s Office at City Hall, Metro’s sales office in the Mercantile Arcade across from Government Square, and online at Metro’s website.

There are three card options available. The first goes for $25 and allows for unlimited rides for the first 15 days of service, which is currently pegged for 2016. The second and third options go for $50 and $100, and allow for unlimited rides for the first 30 and 60 days, respectively.

The commemorative metal cards and matching metal cases were seen by some as one of the first ways for Cincinnati Streetcar supporters to show their support. Having experienced strong sales thus far, it seems as Metro’s strategy may prove to be a success.

“This is one of the first tangible opportunities streetcar enthusiasts can show their support,” said City Councilwoman Amy Murray (R), Transportation Committee Chair. “This is a great idea that Metro has developed to generate excitement. I think many will appreciate the privilege of being a Founding Club Member with this commemorative card.”

Operating Agreement Finalized
Perhaps lost amid the other news was the signing of an official operating agreement. Under the current structure, the City of Cincinnati is building the system, and is its owner, but will contract out its operations to SORTA.

The Cincinnati Streetcar Operating & Maintenance Agreement first came out of Murray’s Transportation Committee and was approved 7-2 by City Council in early November. It calls for expanded on-street parking enforcement in Downtown and Over-the-Rhine until 9pm, an increase in parking rates in those two neighborhoods, and a set streetcar fare of $1 for two hours.

The agreement also utilizes an innovative technique that would lower property tax abatements 7.5%. This is an important component of the agreement as it addresses a longstanding call from opponents for those benefiting from real estate valuation increases to cover more of the costs of modern streetcar system. It also eliminates the need to utilize the Haile Foundation’s $9 million pledge, and would instead only tap into those funds in a worst-case scenario.

Project officials estimate that the system will cost approximately $3.8 to $4.2 million annually to operate, and that those costs would be covered by $1.5 million in additional on-street parking revenue in Downtown and Over-the-Rhine, $1.3 million from fares and advertising, and an estimated $2 million annually from the tax abatement reductions.

“This is the most innovative plan I’ve seen in the United States,” stated John Schneider, noted transit advocate and real estate developer, at the time of City Council’s approval in November.

The SORTA Board approved the agreement last week and touted the benefits of having operations of the Cincinnati Streetcar be handled through Metro, which also runs the region’s largest bus service.

In addition to the critical financing elements of the agreement, it also delineates various responsibilities once service goes into effect. To that end, the City of Cincinnati will be in charge of maintaining traffic signals, clearing blockages from the streetcar path, cooperation on utility interfaces, safety and security; while SORTA will be responsible for operating the system, maintaining vehicles and facilities, fare collection provision and maintenance, marketing and advertising sales.

Construction on the $148 million first phase of the Cincinnati Streetcar continues to progress, with most track work in Over-the-Rhine now complete and track work now progressing through the Central Business District. Current time frames call for operations to begin in September 2016.

As Cincinnati’s new leadership settles into their self-empowered roles of merely paving roads and keeping streetlights on, how does that position the city and region in an ever-changing economic landscape that is favoring fewer and fewer places? By not investing in placemaking strategies and transit, the city’s future may appear bleak unless a change is made. More from The New York Times:

That will draw even more of the high-earning elite to big cities and many of the poor, too, seeking jobs and assistance in these centers of economic growth.”

Cincinnati’s Streetcar Victory a Decade in the Making

The final, final, final vote for the first phase of the Cincinnati Streetcar took place today. Perhaps by now you all know the outcome. A six-person veto-proof super-majority voted to continue construction. Cincinnati, as Mayor John Cranley (D) said today, will have a streetcar.

What is important in this moment is to realize that everyone involved lived up to their campaign promises. Wendell Young (D), Chris Seelbach (D) and Yvette Simpson (D) stood strong in their support of the project – even in the face of uncertain outcomes.

At the same time, Christopher Smitherman (I), Amy Murray (R) and Charlie Winburn (R) held true to their promises to oppose the streetcar no matter what. They were the three lone votes against restarting construction.

Then there are the three council members who campaigned on taking a serious look at the numbers and making a prompt decision about whether to cancel the project or proceed. P.G. Sittenfeld (D), David Mann (D) and Kevin Flynn (C) all did that once they saw the numbers in detail. Cancelling a project this far along would have been fiscally irresponsible, and they voted true to their campaign promises to be good stewards of the taxpayer’s dollars.

UrbanCincy has been covering this project since we started the website back in 2007. Our original coverage focused on redevelopment efforts in Downtown and then Over-the-Rhine, but the streetcar quickly became a big part of that redevelopment narrative. It is no secret that we are strong supporters of the project and believe it will improve mobility in the center city and set the city on a path toward building the regional rail system everyone seems to now desire.

There are many people responsible for getting Cincinnati to this stage, but the biggest credit must absolutely be given to John Schneider. If it were not for his unrelenting leadership on this issue over the past decade, we would not be anywhere close to where we are now.

The emergence of Mayor Mark Mallory (D) then gave the city a prominent leader to push the project forward, and Mallory leaned on the expertise and leadership of former City Manager Milton Dohoney and Vice Mayor Roxanne Qualls (D) to get it all done.

It is important to keep in mind that the person who first pushed for the Uptown extension to be included in phase one was in fact Roxanne Qualls. The Uptown Connector was never part of the original phase one plan, but was added in later as “Phase 1b” at the urging of Qualls, who then worked with Mallory and then Governor Ted Strickland (D) to secure state funding to make that happen.

Hard fought victories in 2009 and 2011 helped keep the project alive, but also delayed it and ran up the project’s costs. Those delays also allowed enough time for Governor John Kasich (R) to assume office and pull the $52 million in state funding Ohio had originally pledged.

So while Qualls’ leadership and vision to have the first phase include the Uptown Connector is not being realized at this exact moment, our attention must now turn to extending the streetcar line to neighborhoods in Uptown as quickly as possible.

A new wave of leaders and organizers has emerged in Cincinnati as a result of this most recent battle over the streetcar project. This includes the heroic efforts of Eric Avner and the Haile/U.S. Bank Foundation for drumming up private support to contribute $9 million toward the project’s ongoing operations.

Their hard work and courage should certainly be commended, but let’s also not forget the people who have been pounding the pavement on behalf of the streetcar since the beginning. Most Cincinnatians in 2007 did not know what a streetcar was, much less a modern one and the benefits it would bring. The hard work put in by those people early on was necessary.

This movement was not built overnight and these supporters are not fair-weather fans of the city. The movement has grown in size and grown more sophisticated over the past decade and is now stronger than ever.
