UC Planning, Engineering Students Propose Hamilton Avenue BRT Corridor

Hamilton Avenue BRT CorridorLast fall UrbanCincy partnered with the Niehoff Urban Studio on an event that highlighted the work of an interdisciplinary group of students. That semester engineering and planning students focused on urban mobility and looked at bikeways and bus rapid transit ideas within the city.

Each of the student groups presented their final research and findings to fellow academics and industry experts from around the region. We then gathered a group of transit and bike experts to engage in a panel discussion about the student’s proposals and about transportation in the region in general.

Throughout the course of the day, we asked members of the public who attended to vote on their favorite proposal. The winner was a bus rapid transit corridor along Hamilton Avenue that focused heavily on a transit-oriented development (TOD) in Northside where The Gantry is now being built.

The six-person team consisted of Tyler Kiefer, Benjamin Lafferty, Christopher Murphy, Michael Orth and Michael Walsh from the College of Engineering & Applied Science and Alexander Cassini from the College of Design, Architecture, Art & Planning.

First and foremost, the group said that their Hamilton BRT Line would most closely resemble Cleveland’s highly publicized HealthLine, which is the highest-rated BRT line, by far, in North America. The group also examined lines in Pittsburgh and Kansas City.

One of the main reasons for the comparisons to Cleveland is the similarities between the corridors. In both Cincinnati and Cleveland, the corridors connect neighborhoods under-served by transit to institutional services, while also providing greater mobility.

“The 2010 U.S. Census has shown how the population along Hamilton Avenue has less access to quick and reliable means of transportation when compared to the stats of Cincinnati and Ohio as a whole,” explained Masters of Community Planning student Alexander Cassini. “This lack of mobility directly affects citizens’ access to essential services and employment opportunities.”

Their research found that Metro’s #17 bus route, which most closely aligns with their proposed BRT corridor, currently averages weekday ridership of about 4,500 people. Furthermore, they found that approximately 17% of the households along the corridor have no car, 10% of the commuters identify as bus riders and there are 6,387 people living per square mile.

The proposed BRT corridor runs from Downtown to North College Hill, and the engineering and planning students saw this particular corridor as a major opportunity to spread investment and attention from the center city to additional neighborhoods that would take advantage of the BRT route’s 12 stations spaced out between one-half mile to three-fourths of a mile apart that would ensure faster and more efficient service. Each of the 12 station locations, Cassini notes, was selected due to its significant population and employment nearby.

“Northside and North College Hill are historic places in the city and present a great opportunity for Cincinnati to keep growing as a city,” noted civil engineering student Michael Orth.

Orth went on to say that while one of the positives of this corridor was the amount of people and businesses it could positively impact, the area’s congestion was also one of the team’s greatest challenges, stating, “There is very little room to implement a bus only lane throughout the corridor, which would be ideal for a BRT line.”

To help address this situation the group said that they envision a bus only lane, or a hybrid lane for buses and cars depending on the hour, through the congested portions of the route. Although not recommended, if a hybrid lane was determined to not be satisfactory Orth said that further study could be done to examine whether there would be enough benefit to remove on-street parking in order to provide for a consistent, dedicated bus only lane.

Other technology to help facilitate the quick movement of buses along the corridor would include arrival detection at traffic signals so that the lights can change in order to accommodate an approaching bus.

Existing Metro bus service, they said, would largely be redeployed to avoid redundancy, but some would remain since local buses stop more frequently – potentially creating a corridor of localized bus and express BRT service.

One area where the Southwest Ohio Regional Transit Authority (SORTA) has already begun enhancing bus service is along Montgomery Road, which connects Downtown with the Kenwood area. That new Metro*Plus service, while not full BRT, is a step in the right direction according to the University of Cincinnati students, and has already seen ridership triple since its upgrade.

“Metro*Plus service is good but it is only the first step towards a true BRT system for the Cincinnati metropolitan area,” Cassini cautioned. “Metro*Plus service can be even more efficient, and effective if totally dedicated lanes and other additional features are added.”

Reading Road, where Metro began operating articulated buses in 2010, is actually the region’s most heavily utilized bus corridor with Hamilton Avenue coming in second and Montgomery Road third. If Metro is to continue to build out its enhanced bus service, or full-on BRT operations, then Hamilton Avenue may very well be the next logical choice.

What helped the group’s proposal stand out from other presentations was its focus on the TOD in Northside. With a $13 million mixed-use project coming out of the ground on that site now, the group reflected on their own proposal.

While the team had collectively noted the large, clean open space as being one of the huge benefits of the site, it also made it particularly valuable in their opinion. As a result, several of the group members, while encouraged about the private investment, were also a bit underwhelmed by the Indianapolis-based Milhaus Developers’ architectural design.

Both Cassini and Orth mentioned that they would be interested in working full-time in the transportation industry someday, but for different reasons. When asked to briefly compare the wide variety of transportation projects current in the planning or development stages around the region, there was a uniform response that their excitement is for the Cincinnati Streetcar.

“Although the planned streetcar line does not expand sufficiently in our eyes, we believe it would be an incredible economic development booster for Cincinnati’s downtown and overall urban core,” Cassini explained. “The overall transportation efforts around Cincinnati will eventually pay off to form a comprehensive and more easily navigable system than today.”

The Niehoff Urban Studio is currently working with a new set of students on designs for the Wasson Corridor, which runs through several of Cincinnati’s eastern neighborhoods. This is another topic that was examined by one of the interdisciplinary groups of planners and engineers last year. UrbanCincy is once again partnering with the Niehoff Urban Studio and will be organizing a similar showcase and panel discussion in 2014.

Public Meetings Set for $200M Western Hills Viaduct Replacement

Over 55,000 vehicles traverse the storied Western Hills Viaduct. The iconic art deco era viaduct, constructed as part of the Cincinnati Union Terminal project in 1932 replaced the older Harrison Avenue Viaduct.

The viaduct last saw renovation in 1977, almost twenty years after the eastern section was demolished to make way for Interstate 75, but over the last few years a team of city, county and consultant engineers have been studying ways to repair or replace the aging bridge.

The city’s Department of Transportation and Engineering (DOTE), Hamilton County Engineer’s Office and URS are working together to determine the future replacement of the aging viaduct. The team will be hosting two public meetings on Thursday to engage adjacent property owners and frequent users of the bridge on the process of replacing the viaduct.

Because of the amount of repairs needed to maintain the existing viaduct, the team is not considering continuing the use of the existing viaduct. Instead the team is looking to build a new viaduct just south of the Western Hills Viaduct.

Richard Szekeresh, Principal Structural Engineer with DOTE told UrbanCincy that there are a number of other projects and factors that constrain the teams ability to determine a suitable relocation alignment; such as the rail yard operations below the bridge, the Metropolitan Sewer District’s (MSD’s) Lick Run Valley Conveyance System project, and Ohio Department of Transportation’s (ODOT’s) proposed new connection bridge from I-75 to the viaduct which is part of the Brent Spence Bridge project must be factored into the new location.

Additionally because of hillside grade issues at the McMillan and Central Parkway intersection a new alignment north of the existing viaduct would be extremely challenging and more expensive.

The team is studying whether to pursue another double-decker bridge or a single level span as the replacement alternative. Some private property will be affected along Harrison Avenue and Central Parkway along with the existing rail yard below the viaduct. Additionally, the team is looking for input on bicycle lanes and other transportation alternative improvements.

The design team hopes to have the engineering completed and a preferred alignment selected by 2014. The cost of the viaduct replacement would be an estimated $200 million. No funding has been identified and the project is not part of the Brent Spence Bridge project, even though it is in the northern edge of that section of the I-75 reconstruction project area.

Both of Thursday’s sessions will be at Cincinnati City Hall. One will be from 4pm to 5:30pm and the other from 6pm to 7:30pm. City Hall is accessible by the #1, #6 and #49 Metro buses.

Szekeresh concluded,“Typically, due to the size, complexity, and cost associated with a project of this nature it is not unusual for it to take ten or more years to bring them to construction. We are still at the beginning of a long process.”

Nearly $4B in Work Progresses in Decade-Long Reconstruction of I-75 Through Hamilton County

In the early 2000s the Ohio Department of Transportation (ODOT) developed plans to widen and modernize Interstate 75 between the Ohio River and Interstate 275.

The $531.7 million Millcreek Expressway Project was slow to commence because of state and federal funding problems related to declining gasoline tax revenue. In 2009 a $7 million overpass connecting Monmouth Street and Central Parkway (Phase 2) received federal stimulus funding and, without ceremony, kicked off what will be a decade of continuous construction.

ODOT began reconstruction of I-75 in and around the Mitchell Avenue Interchange (Phase 1) in 2012. As of August 2013, all new retaining walls have been completed, the replacement Mitchell Avenue and Clifton Avenue overpasses are each about halfway completed, and final pavement has been poured on two access ramps.

The $53 million Phase 1 makes provisions for widening I-75 to four lanes in each direction, but the expressway will not actually be widened until Phase 5 rebuilds the I-74/75 interchange near Cincinnati State Technical & Community College.

Reconstruction of the Hopple Street Interchange (Phase 4), meanwhile, began earlier this year and as of August 2013 has taken on the chaotic character typical of urban expressway widenings. This project will radically remake the area, with Hopple Street passing for the first time above Central Parkway to meet W. Martin Luther King Drive at grade.

While most of the buildings near this interchange have been acquired and demolished, the nearby White Castle restaurant will remain unaffected as a “jug handle” is built around its south and eastern property lines.

Although the overall widening and modernization work was thought to have been delayed, the program received a boost thanks to the Ohio Turnpike.

On July 22, 2013 Governor John Kasich (R) announced that $350 million of work on remaining phases of the Millcreek Expressway reconstruction project will be funded by the sale of bonds to be repaid by future excess Ohio Turnpike tolls.

Additionally, Kasich pledged $100 million in Turnpike funds to build a new interchange connecting I-71 and E. Martin Luther King Drive.

When combined with the $463.5 million Thru The Valley project and $2.7 billion Brent Spence Bridge project, the reconstruction efforts along I-75 through Hamilton County totals some $3.7 billion in work and are expected to continue for the next decade.

Cincinnati Seeking Feedback on Two Bike Infrastructure Projects

The City of Cincinnati is studying two new streets for potential bicycle enhancements, and officials with the Department of Transportation & Engineering (DOTE) are looking for the public’s feedback.

The first project is on Delta Avenue where they are considering adding a five-foot bike lane on both sides of the street, and the second is a larger project along Central Parkway that is considering adding either striped bike lanes or physically separated cycle tracks along a 2.2-mile stretch of the roadway.

Delta Avenue Bike Lanes
The Delta Avenue project will take place between Columbia Parkway and Erie Avenue, but will not impact Mt. Lookout Square. DOTE officials say that the schedule calls for repaving to begin in early 2014.

Right now planners and engineers are looking at two options for Delta Avenue. One option would maintain the existing roadway conditions that include two 10-foot travel lanes and two 18-foot travel/parking lanes.

Delta Avenue Proposed Section

The second option would modify this layout to include two 5-foot bike lanes, two 10-foot travel lanes, one 9-foot left turn lane, and two 8-foot parking lanes.

The proposed reconfiguration, DOTE officials say, would provide safety benefits for bicyclists, pedestrians and automobile drivers, and is similar to what was recently installed on Madison Road between Woodburn Avenue and O’Bryonville.

In addition to improving bicycle accessibility along Delta Avenue, the new bike lanes would connect into the recently installed bike lanes on Riverside Drive, which will be extended into the downtown area later this year.

“Delta Avenue is a primary cycling route from Riverside and downtown to the city’s eastern neighborhoods, and these plans will help to calm traffic and make the street safer for cyclists, pedestrians and motorists,” Queen City Bike president Frank Henson stated.

Central Parkway Cycle Tracks
The larger Central Parkway project is planned to be built in two phases, with the first phase of work stretching from Elm Street in Over-the-Rhine to Marshall Avenue in Fairview.

Neighborhoods along the first phase of the project have already been approached about the project, and the City of Cincinnati received a $480,000 Transportation Alternative grant from the federal government, administered through the OKI Regional Council of Governments, in June 2013.

This portion of the work is being studied in three separate segments due to existing roadway configuration.

The first segment is from Elm Street to Liberty Street, and due to the median that divides Central Parkway there, it is considered unfeasible to have a two-way cycle track. As a result, the DOTE is considering only two options – the existing road with no enhancements or one-way cycle tracks on both sides of the street.

The second segment being studied in phase one is from Liberty Street to Brighton Avenue, and is studying three options in addition to the existing conditions. The first would be a 14-foot, two-way cycle track on the west side of the street, the second would be 7-foot-wide one-way cycle tracks on both sides of the street, and the third would be 5-foot bike lanes on both side of the street.

The final segment within the first phase of the Central Parkway project is from Brighton Avenue to Marshall Avenue. Here, the same three options are being considered as for the second segment. The only difference being the two-way cycle track on the west side of the street would be 12 feet wide instead of 14 feet.

“Adding a cycle track to Central Parkway will create a safer, family-friendly space for people on bicycles and will exponentially increase the number of people using bicycles in this corridor,” explained Mel McVay, senior city planner with Cincinnati DOTE. “This project is a game changer for Cincinnati – it has the ability to completely change the way people feel about riding bicycles in our city.”

Those looking to share their thoughts on which design option would be best can do so by completing a very short survey on the Central Parkway project’s webpage.

The second phase of work along Central Parkway would then progress northward from Marshall Avenue to Ludlow Avenue, where the city’s first green bike lanes were installed in November 2012. The details have not yet been worked out for this phase of work, but will progress as soon as funds become available.

“Both of these projects would be extremely beneficial if completed,” noted Queen City Bike executive director Nern Ostendorf. “What bike lanes and especially cycle tracks do is they expand the accessibility of biking on city streets to more users who consider biking on roads without special bike facilities too dangerous, or at least too stressful.”

Cincinnati’s Recommended Budget Calls for 201 Layoffs, Program Eliminations

Cincinnati City Manager Milton Dohoney released his recommended budget that makes a large number of cuts to fill the $35 million budget gap left behind following the State of Ohio’s reduction of $26 million in funding to the City of Cincinnati.

The original budget proposal from Dohoney included $25.8 million from an upfront payment included in the parking lease and modernization plan, which would have also included $3 million in annual payments thereafter. This proposal was approved 5-4 by City Council, but was put on hold by a local court until opponents were able to file petitions and get the proposal put on this November’s ballot for public vote.

“Though a legal victory is being vigorously pursued, the ultimate resolution is not assured in time to affect what must be in place by June 1 to take effect July 1, 2013,” Dohoney explained. “Should a final legal victory be realized after July 1, the Administration would presume to move expeditiously to reverse some of the impacts of the cuts contained within the recommended budget.”

The end result of these cuts includes the elimination of 66 police officers, 71 fire fighters, 64 city employees, and the elimination of 60 vacant positions. The recommended budget will also eliminate funding for the following items:

  • Greater Cincinnati Energy Alliance ($150,000)
  • Urban Agricultural Program ($65,000)
  • Heritage Events Subsidy – Opening Day Parade, St. Patrick’s Day Parade, Black Family Reunion, Juneteenth ($36,000)
  • Camp Washington, Fairview, Filson, Spring Grove Village, and Ziegler Pools ($167,650)
  • Bush Recreation Center in Walnut Hills ($127,710)
  • Energy Management Program ($100,010)
  • Mounted Patrol ($95,000)
  • Community Prosecution Program ($83,857)
  • Delinquent Accounts/Receivables Program ($75,460)
  • Claims Program ($55,680)
  • Tire Collection Program ($30,880)

In addition to the elimination of these programs, no funding is budgeted for either 2014 or 2015 as a result of limited General Fund resources.

Furloughs for City Management staff will also take place, and the City of Cincinnati would also use a larger amount of projected casino revenues to balance this budget, even though Dohoney has recommended against that in the past due to the unpredictability of these funds.

“While balancing a budget deficit with mostly cuts is not preferred, the timing of the new fiscal year coupled with the timing of the litigation over the parking deal makes it the only real option with a number this large,” Dohoney stated in a prepared release. “Our goal is going to be to recall staff as soon as possible and provide the best customer service we can deliver for the citizens in the meantime.”

A number of other measures are taken in the recommended budget to help close the budget gap, but the large amount of savings is realized through personnel layoffs. Dohoney has also recommended that the property tax millage increase from 5.7 mills to its maximum allowed 6.1 mills to raise an additional $1.3 million annually.

To help engage the public in this budget process, Cincinnati Vice Mayor Roxanne Qualls (C) has scheduled three public hearings. The first will take place at the Duke Energy Convention Center on Thursday, May 16 at 6:30pm, the second will occur on Monday, May 20 at 6:30pm at the College Hill Recreation Center, and the final meeting will take place at the Madisonville Recreation Center on Wednesday, May 22 at 6:30pm.

“My priority for the FY 2014 city operating budget is to make sure that all Cincinnati’s neighborhoods are safe and that we continue to attack blight that breeds crime,” Qualls stated. “As chair of the Budget and Finance Committee I will work to further reduce the number of layoffs for police, fire and health department personnel, to ensure that we keep all our neighborhoods safe and clean.”
