Republicans Sweep Through Mid-Term Elections, While Liberal Issues Pass With Voters

It was a predictably bad night for area Democrats as their party suffered strong defeats in virtually every race. Republicans retained state-level control by winning Ohio’s seats for Secretary of State, Attorney General, Auditor, Secretary of State and Governor.

John Kasich’s impressive gubernatorial win over Democratic challenger Ed FitzGerald has now put the Westerville Republican onto the shortlist of potential candidates to challenge Hillary Clinton in the 2016 presidential election. For a sense of how impressive Kasich’s victory was, the incumbent won all but two of Ohio’s 88 counties, including all major urban counties that are typically Democratic strongholds.

Other localized elections in the Cincinnati area were less significant due to the massive redistricting and gerrymandering that occurred in recent years to firmly solidify districts for Republicans.

Democrats and Republicans alike were able to celebrate, however, in the overwhelming passage of Issue 8. The campaign for the so-called Icon Tax got off to a rocky start when supporters felt burned following the removal of Music Hall from the tax against the recommendations of the Cultural Facilities Task Force. The approval of Issue 8 means that a quarter-cent sales tax will go into effect in Hamilton County in 2015 and stay in effect until 2020, providing an estimated $170 million to perform a $231 million renovation of Cincinnati’s historic Union Terminal building in Queensgate.

The big national news was the Republicans retaking control of the Senate. The news was perhaps punctuated by Mitch McConnell’s (R) surprisingly large margin of victory over Democratic challenger Alison Lundergan Grimes. The win now places McConnell – a 30-year Senate veteran – in position to assume one of the most powerful political seats in America as Senate Majority Leader.

During the campaign, both Grimes and McConnell campaigned heavily in Northern Kentucky. In contrast to the Bluegrass State’s other urban areas – Louisville and Lexington – Northern Kentucky voted strongly in favor of the Republican incumbent.

What is unclear as a result of this McConnell victory is the future of the $2.5 billion Brent Spence Bridge project. Both campaigns had focused on project when speaking to Northern Kentucky voters who have pushed back against the idea of using tolls to pay for the project in lieu of waiting for federal funding that has never come during McConnell’s tenure.

Back on the north side of the river, the peculiar race between Cecil Thomas (D) and Charlie Winburn (R) ended in the least dramatic way possible.

The strongly Democratic district was considered to potentially be up for grabs, but Thomas cruised to an easy victory over one of Cincinnati City Council’s two Republicans. This race was particularly intriguing due to the thought that a vacated Winburn seat on City Council would go to a special election in 2015 that would be heavily favored for Democrats, and thus allow for a significant power shift on the divided nine-member council.

In what is perhaps a nod of confidence from voters, Cincinnati Public Schools saw their levy renewal pass with a whopping 70% of the vote. CPS, the area’s largest school district, has now recorded a string of consecutive levy victories following years of significant improvement and national recognition.

For those of you who carry around a Pocket City Charter, a variety of changes to Cincinnati’s Charter through Issue 11, which proponents described generally as housecleaning items. These changes, however, are part of an ongoing effort to update the governing document. It is expected that more dramatic changes are forthcoming, but for now the 213-year-old Charter just got freshened up.

National Results With Local Implications
Going forward, two other issues that continue to move forward nationally, but have yet to come to a head locally include the legalization of marijuana and gay marriage.

Yesterday, voters in Washington D.C., Oregon and Alaska voted to legalize the use of marijuana, while voters in Florida voted against legalizing the use of marijuana for medical purposes. This means that six states have now legalized the recreational use of marijuana, while another 19 have legalized it for medicinal purposes.

Recent polls have shown an overwhelming majority of Ohio voters approve of the legalization of marijuana for medicinal purposes, but the matter has yet to come to a vote. Meanwhile in Kentucky, a SB 43 died when the Kentucky legislature adjourned in April of this year without taking further action on legalizing the use of marijuana for medicinal purposes.

While not a voting decision, a federal judge in Kansas yesterday also overturned that state’s ban on same-sex marriage. This comes at a time where judges across the nation are consistently ruling such bans unconstitutional. With this decision, same-sex couples now have the legal right to marry in 33 states, with decisions pending in Montana and South Carolina.

In both Ohio and Kentucky, judges have ruled in favor of same-sex marriage, but those rulings are currently being challenged and have moved on to higher courts. If the trend continues, as expected, both states will join the group of states where same-sex marriage is now legal.

The night was perhaps best summed up in a single tweet from FiveThirtyEight’s Ben Casselman who wrote, “So voters want a higher minimum wage, legal pot, abortion access and GOP representation. Ok then.”

Indeed.

Transit Users Will Need 7 Hours to Commute to ODOT Public Transit Meeting

An event making the rounds on social media hosted by the Ohio Department of Transportation (ODOT) provides an opportunity for citizens to tell Governor John Kasich’s (R) administration about public transportation improvements they’d like to see in their city. The public meeting to discuss statewide transit needs is hosted on Friday, October 31 from 10am to 12pm at the Warren County OhioMeansJobs Center in Lebanon.

While the gathering has good intention, it fails to meet the basic criteria of planning a public involvement meeting:

  1. Never host a public meeting on a holiday.
  2. Never host a public meeting on a Friday or weekend.
  3. The location of a public meeting should be accessible to all members of the community and able to attract a diverse group of citizens.

By car, Lebanon is roughly a one hour drive north of Cincinnati, and a 30-minute drive south from Dayton. It’s also the city where the regional ODOT office is located; understandably why the administration would opt to hold a public involvement meeting here. What went unconsidered are the needs of people that the public meeting is focused on: citizens reliant on public transportation.

The closest Metro bus stop to Lebanon is 8.3 miles away, near Kings Island in Mason. Let’s say we’re feeling ambitious and attempt to take the bus, then bicycle the remaining journey to Lebanon. It would take 48 minutes to cycle to the meeting in addition to the 1 hour, 11 minute ride on the bus. Cincinnati Metro, the region’s bus system, only offers select service to the northern suburbs. In order to arrive on time for the 10am meeting, a person dependent on transit would have to catch the 71x at 7:45am, arrive in Mason at 8:52am, then continue to the meeting on bicycle.

Getting back home is another story. The public involvement meeting adjourns at 12pm, but the bus route that services Mason is a job connection bus, meaning it only runs traditional hours when people are going to and from work. After another 48 minutes of cycling back to the bus stop, the inbound 71x picks up shortly after 3pm and returns to Cincinnati at 4:40pm.

In summary, if a citizen dependent on bus transportation wishes to give ODOT their input, they would spend 7 hours commuting to the two hour meeting, and need to able-bodied to ride a bicycle for eight miles. What about senior citizens and people with disabilities? Who can afford to take an entire day off work to attend a meeting? As a transit rider who has a car, driving an hour each way to attend the meeting –in the middle of the work day– for me, is inconvenient and unfeasible.

The poor choice of trying to combine Cincinnati and Dayton into one meeting was an unfortunate oversight in event planning. Instead, meetings should be hosted in the downtown of each city, just like they have been in Columbus and Cleveland which are also participating in the ODOT series.

Since 2011, Governor Kasich has cut $4 million from the state’s public transit budget, leaving Ohio with one of the lowest funded transit systems in the country. If there’s a genuine interest in hearing how those cuts affect the people that rely on public transportation the most, the administration needs to schedule a second meeting in Cincinnati near Government Square where those people can actually get to.

Of course, this isn’t the first time area transit users have been ignored when it comes to public meeting locations. Earlier this year, Ohio Secretary of State Jon Husted (R) upheld a decision to relocate Hamilton County’s Board of Elections office to a location that would take up to four hours to access by transit.

PHOTOS: 49 Shots from the 2014 Northside Fourth of July Parade

After the Northside Fourth of July Parade came back to life in 1970, it has served as an annual fixture in the neighborhood. Over the years the crowds have grown and the parade has become a must-stop for any politicians looking to win votes in the city.

While this was the 44th consecutive year for the parade, its history dates back to the middle of the 19th century when the St. Joseph Orphanage was completed.

Aside from being one of the most significant and well-attended parades in the region, the Northside Fourth of July Parade is also one of the more eclectic.

CHART: The Best and Worst States in America for Transit Funding

According to data from the Federal Transit Authority (FTA), the State of Ohio provides some of the least amount of funding for its regional transit authorities of any state in America.

Texas, Georgia and Missouri also provide next to nothing to their various regional transit agencies, but in no other state are transit agencies as reliant on fares and local taxes as they are in the Buckeye State.

When broadening the search to examine transit agencies in the biggest cities across America, it also becomes clear that states like Pennsylvania, Utah and Maryland, Minnesota and Massachusetts invest large amounts of state dollars in transit. Some transit agencies with little state support, however, receive larger sums of money from regional transit taxes and federal aid.

Ohio’s three largest metropolitan regions – all with more than two million people – are different in this regard and have the least diverse range of financial support of transit agencies nationwide. For both Columbus and Cleveland, it means that well over 90% of their total revenues come from fares and local tax dollars, while in Cincinnati it is slightly better at 84% thanks to a bit more federal aid.

“In the recession we saw transit service cut while gas prices drove transit demand to record levels,” stated Akshai Singh, an Ohio Sierra Club representative with the advocacy organization Ohio for Transportation Choice. “Roughly all of the state’s public transportation funding now goes to operating rural transit services.”

Honolulu is the only other region in the United States that has 90% or more of its funds coming from just fares and local tax dollars. Cities in other states providing next to nothing also approach this threshold, but do not exceed it as is the case in Ohio.

It recently reported that the Southwest Ohio Regional Transit Authority (SORTA) is one of the best stewards of limited financial resources, when compared to 11 peer agencies across the country. One of the key findings from Agenda 360 report was how little state financial support SORTA receives.

Part of the problem in Ohio is due to state cuts that have reduced funding for public transportation by 83% since 2000. Those cuts have forced transit agencies in the nation’s seventh most populous state to reduce service and increase fares over the past decade.

According to All Aboard Ohio, the state only provides approximately 1% of its transportation budget to transit, while more than 9% of the state’s population lives without a car.

In addition to regional transit, Ohio continues to be one of the most hostile states in terms of inter-city passenger rail. The state remains almost untouched by Amtrak’s national network and boasts the nation’s most densely populated corridor – Cincinnati to Cleveland – without any inter-city passenger rail service.

“When Governor Kasich came to office, the first thing he did was send back $400 million in federal dollars, for the 3C Corridor, on the basis that operations and maintenance would have been too onerous on the state,” Singh concluded. “Today, ODOT is allocating $240 million to build a $331 million, 3.5-mile highway extension through a 40% carless neighborhood on Cleveland’s east side, a staggering $100 million per mile new capacity road, while openly acknowledging they are reducing access for local residents.”
