The WHRF plans to renovate the office floors, as well as the street-level commercial spaces, so the building may return to use as an anchor for the business district.
However, the tour revealed that the foundation has a significant task ahead in order to make the plan a reality. While it appears that the interior of the building has been secure and not subject to vandalism, there is significant deterioration due to water leaks and open windows. Some rooms were even off limits to the tour due to concerns about structural integrity of floors and ceilings.
Not all was bad though. In fact, a number of attractive original elements remain in place. This includes wooden partitions and glass doors, some of which still retain the stenciled names of the former office occupants.
The Paramount Building, which was built in 1931, originally had a theater attached at the east end along E. McMillan Street, where the CVS Pharmacy now stands. The drug store is part of the property, and provides some cash flow to the WHRF as they undertake renovations.
At the CPC event, WHRF Executive Director Kevin Wright stated that an application was made on the day of the purchase for state historic preservation tax credits. Such tax credits would be instrumental in advancing the project and bringing the prominent structure back to life.
Originally, the building featured a tall spire atop the tower at the corner of Gilbert Avenue and McMillan Street. During World War II, the spire was removed so that the structural metal could be donated to the war effort. Wright announced that he hopes to have the spire rebuilt as part of the renovations.
Ohio has maintained its ranking as the 16th best state for bicycling in 2015, according to the League of American Bicyclists. The Buckeye state was previously ranked 16th in 2014, after a big jump from 32nd the previous year. This position places the state as the fourth best in the Midwest, behind just Minnesota, Wisconsin and Illinois.
The ranking is issued after compiling the results of a Bicycle Friendly State questionnaire that is answered by a coordinator in each state, and is based on five criteria: Legislation and Enforcement, Policies and Programs, Infrastructure and Funding, Education and Encouragement, and Evaluation and Planning.
The state scored a total of 45.3 points out of a possible 100, and fared best in terms of its Education and Outreach, but scored lowest in its Evaluation and Planning.
“I’m excited about where Ohio is,” Frank Henson, President of Queen City Bike, told UrbanCincy. He said that he felt that even though Ohio gained in its scoring of points, the reason it did not move higher in the ranking is due to the investments being made elsewhere around the country.
“While Ohio continued to do a lot of great things, especially here in Cincinnati and neighboring communities, other states were ramping up,” Henson said.
Leadership at Queen City Bike believes that Ohio has the potential to move up in next year’s ranking with the possible passage of House Bill 154.
Chuck Smith, Chairman of the Ohio Bicycle Federation, agreed and said that the top two suggestions from the League of American Bicyclists to improve the state’s ranking are both addressed in the bill. The first is a statewide requirement for vehicles to provide three feet of clearance when passing bikes, which is already an ordinance in Cincinnati. The second is a “dead red” law, which would allow all vehicles, including bicycles, to proceed through an intersection if they are not detected by traffic control devices.
“It’s important for cyclists to be legal, but bikes are sometimes outside of the system” Smith said in reference to many traffic control devices that are unable to detect the presence of people riding bikes.
One of the other major items recommended by the League of American Bicyclists is the adoption of a statewide Complete Streets policy – something both state and local officials continue to struggle with all over Ohio.
Julie Walcoff, Bicycle and Pedestrian Program Manager of the Ohio Department of Transportation, said there are several other actions being taken at the state level that could further bolster the state’s national ranking.
“We’re putting together a safety coalition that will encompass advocates, communities around the state, and other organizations that are interested in bicycle and pedestrian safety,” Walcoff told UrbanCincy. “We’ll be using that group to help develop a statewide educational campaign that focuses on road users of all types and on law enforcement.”
In addition, ODOT recently kicked off an initiative to designate proposed US and state bike routes throughout the Ohio, connecting the 17 largest cities in the state. ODOT officials say that these routes will use roads that already have an acceptable level of safety, along with existing paths.
While many have described ODOT as an agency almost entirely focused on highway building, Walcoff says they pride themselves on their working relationships with bicycle advocacy organizations throughout the state. This, she says, can help not only maintain Ohio’s current ranking but help it get even better in the future.
In Columbus, advocacy group Yay Bikes! is working with the city to increase the focus on design and engineering of the street infrastructure. Executive Director Catherine Girves says that to help improve the current situation, they are having engineers budget time each week to ride the streets with their group in order to better understand the needs of those people riding bikes.
Back in Cincinnati, Henson noted the addition of Cincy Red Bike and the Central Parkway protected bike lane – the first of its kind in Ohio – as two key developments over the past year that have helped state’s ranking. Following the Cincinnati’s lead, both Cleveland and Columbus are now planning protected bike lanes of their own.
While much of the focus has been on core cities, Queen City Bike is also working with the Connecting Active Communities Coalition, which is comprised of representatives from nine communities in Cincinnati’s northern suburbs: Blue Ash, Evendale, Glendale, Lockland, Montgomery, Reading, Sharonville, Woodlawn and Wyoming. As of now, this group is working to develop a coordinated network for bicycling and other non-motorized modes of transportation on a multi-jurisdictional level.
Kentucky, meanwhile, ranked as the second worst state in the nation with just 18.3 points. This represented a 0.8 point drop from the previous year.
After years of few options for those seeking food or product delivery in Cincinnati, several companies have started to spring up over the past year. One of those includes 53T, which is not only offering delivery services, but doing so in an effort to bring back the city’s once vibrant bike courier industry.
Although limited to Over-the-Rhine, Downtown and the West End, 53T offers delivery from seven different restaurants, and parcel delivery that utilizes their cargo bikes and trailers.
Local eateries served by 53T include Happy Belly on Vine, Pho Lang Thang, Cheapside Café, Quan Hapa, Park+Vine and Brezel. Pi Pizzeria was most recently added in February.
Dave Adams and Ian Bulling partnered to start 53T early last year. The two started working on the concept independently, but were introduced to each other in January 2014, and decided to team up.
Each has their own reason for wanting to start the business. Bulling was working as a bicycle messenger and wanted to keep making a living at it, while also bringing back the bike messenger community that existed in the city a decade ago.
“Like the advertising industry, legal work involved a continual flow of documents circulating throughout the city,” Jeffrey Kidder wrote in his 2011 book entitled Urban Flow: Bike Messengers and the City. “While the advertising industry is an example of why bike couriers are still useful, it should be apparent that much of what messengers were delivering in the early 1980s can now be digitized…In fact, messengers today are delivering little more than the table scraps remaining from the grand conversion to virtual data.”
In understanding that changing landscape, Adams says it was the lack of restaurant delivery options prompted him to enter the business. After identifying that need, he worked with Bulling to develop a business plan, and then go through the CO.STARTERS business planning course for creative entrepreneurs.
“It really helped in synthesizing getting our ideas together, realizing what we had to do on a daily basis, on a yearly basis, as far as stuff as basic as tax filings,” said Bulling. “There were a lot of things we overlooked initially, and it helped to get some dialogue started between us that may not have otherwise happened.”
Bulling explained that their business is named for a 53 tooth, which is typically the largest chain ring on a road bike, and equates to the quickest gear on a bike.
Adams and Bulling are 53T’s principal couriers, but they say that they employ other riders as contractors and demand dictates. That demand, Bulling says, has been picking up since their launch last June.
“We have gotten an explosion in volume since the new year” Bulling explained. “We got a spike in October when it started getting cold and then in January we got hit hard.”
In mid-February they extended evening delivery hours to 9pm, with service from Pi Pizzeria, Quan Hapa and Brezel during those expanded times. Currently 53T only offers service on weekdays, but Bulling noted that they have contemplated the idea of adding weekend service as well. The problem, he says, is that their clients are so busy on weekends that they are concerned about adding to their kitchen volume with deliveries.
In the future, the pair also is looking to add service to areas outside of the center city.
“Since our model is so simple, when we get to that point it’s just as easy as transplanting to Northside or Mt. Adams or Walnut Hills,” Adams explained.
From there he says that they would most likely create different zones throughout the city that would operate separately from one another, but under the same organizational structure.
In many cities, including Cincinnati, courier services like this have taken a hit due to the increasing use and reliability of electronic communications. Since the courier industry had typically focused on the delivery of documents, Adams and Bulling said they needed to find a new niche delivering food and parcels.
“I think the model in the industry has been expanding to be as flexible as possible, diversifying the kind of work you’re doing,” stated Bulling. “I think there’s a lot of potential for same-day retail delivery.”
Same-day delivery is something a number of businesses in the center city are already doing on their own, but the potential seems even greater to Adams and Bulling. They have added delivery options for Park+Vine, for example, but so far just focus on their lunch counter.
“We wanted them [Park+Vine] as a client so when we do expand into doing grocery delivery or ancillary items, we will already have them as a client and it will be easy to get started.”
“I think the thing that distinguishes us from those companies is that we love what we do and we take what we do very seriously,” Bullings responded. “We believe that what we do takes a certain unique set of skills and physical ability, and I think that dedication and passion comes through in our work. Plus, we’re faster than cars.”
The holiday season was another record-setting year for Downtown with tourists, shoppers, and general holiday revelers packing the center city. At the same time Downtown Cincinnati Inc. partnered with Resource/Ammirati to design and install custom street pole banners.
DCI leaders say that the concept is modeled off of the iconic I “heart” New York marketing campaign that has since been copied countless times around the world. In this rendition, Resource/Ammirati developed 10 original designs that play off local traditions and things that people enjoy doing downtown.
In addition to the 10 total designs, the spelling of Cincinnati is done with typography that is drawn from logos from some of the city’s most famous brands including the Reds, Christian Moerlein, Skyline Chili, Contemporary Arts Center, Cincinnati Symphony Orchestra, Bengals, Findlay Market, Know Theatre, and the Taft Museum of Art.
In total, DCI installed 42 of these street banners throughout the Central Business District. They will remain in place throughout 2015. There is no word as to what will happen with the campaign at that point, or if the campaign will be expanded to other mediums.

Construction is nearly complete on the fourth phase of work on the Mill Creek Greenway. As part of that work, a new 0.7-mile trail stretches along the border of South Cumminsville and Milvale, from the Millcreek Road Bridge to the intersection of Fricke Road and Beekman Street near Ethel Taylor Academy.
Once this work is complete, project planners say, the stretch will include additional accommodations for the trail to safely cross the creek on the existing roadway bridge, along with traffic calming measures for a safe crossing at Beekman Street near the school.
This latest phase of work is part of the much larger Mill Creek Greenway project that is being spearheaded by Groundwork Cincinnati – Mill Creek. The non-profit organization is celebrating its 20th anniversary this year, and is hoping that the planned 15-mile green corridor, which starts at the Hamilton County Fairgrounds in Carthage and will eventually reach the Ohio River Trail in Lower Price Hill, will help clean up one of the region’s most notoriously polluted corridors.
“We have done 33 ecological restoration projects as part of the greenway program,” Robin Corathers, Executive Director of Groundwork Cincinnati – Mill Creek, told UrbanCincy. “That includes bank stabilization, stream bed stabilization, wetland restoration, wildlife habitat restoration.”
In addition to that, Corathers says that edible forest gardens have been planted along the trail, with seven layers of vegetation that mimic a natural forest ecosystem. Improving the health of the ecosystem is a key component of Groundwork’s strategy, and more work is planned to help revitalize and heal damage to the natural resources within the Mill Creek Valley – one of the city’s oldest industrial corridors.
This latest phase of work was funded through a $245,000 grant from the Clean Ohio Trail Fund, $80,000 grant from the Interact for Health Foundation, $30,000 grant from the Greater Cincinnati Foundation, and $191,000 from the City of Cincinnati that was provided through its annual capital budget. Corathers also notes that the C.W. Wood Company donated a strip of land along Fricke Street for the trail.
The project, however, is not just about new trails and habitat restoration. Groundwork leadership also says that they are focused on capacity building, community involvement, and environmental education programming for 4,000 fourth through twelfth grade students each year.
“Phase four is really important to us for several reasons” explained Corathers. “As a ground work trust we are committed to working in economically distressed and historically under-served communities and neighborhoods; and in this case it’s the neighborhoods in the lower Mill Creek watershed.”
To this end, Corathers says that community leaders and neighborhood residents have been excited about the project and the process by which it is being implemented. She says that neighborhood councils become involved in the planning and design work of each phase of the trail, which leads to moments like this past November 12 when they celebrated the groundbreaking for the latest phase of work with about 85 area residents and business owners.
While there has been a good deal of neighborhood support, there are still challenges that exist for project leaders. One of those challenges is the Millcreek Road Bridge, which is envisioned as a crossing for the trail, but is currently only one lane in each direction for automobile traffic.
To tackle this issue, Groundwork Cincinnati has been working closely with Cincinnati’s Department of Transportation & Engineering (DOTE) to address safety issues with the narrow bridge. City officials say that the aging Mill Creek crossing is not considered a priority bridge and is not scheduled for replacement.
As a result, transportation engineers have come up with a solution that will retrofit the lightly used span to have one lane for shared two-way traffic flow, and one lane dedicated to the trail. The DOTE says that new signals will be installed, in February, at either end of the bridge to control alternating movements of vehicles across the Mill Creek Bridge.
“It’s a great investment. The bridge will be so much safer for people, for bikes, and also for vehicles,” Corathers said when emphasizing the importance of the trails connection. “The trail provides opportunities for outdoor exercise and recreation, active living, and active transportation for people in the Mill Creek corridor and nearby.”
Crossing the Mill Creek at this location is critical in the project’s overall goal of eventually reaching the Ohio River to the south. Once getting past this location, project planners say that a former CSX rail corridor can be used to take the trail all the way to its envisioned terminus.
The former freight rail right-of-way is considered to be wide enough to accommodate the Mill Creek Greenway Trail, as well as tracks for a future transit line. The use of this corridor, Corathers says, will also allow the Mill Creek Greenway Trail to tap into the planned $192 million Lick Run project, which will include another corridor of green space and trails.
Ultimately, the ongoing efforts could produce what would become a large network of interconnected trails through the heart of the city, including the Ohio River Trail, Little Miami Scenic Trail, Mill Creek Greenway, Lick Run, and West Fork Mill Creek Trail in Carthage.
The next 2.9-mile phase of work on the Mill Creek Greenway is estimated to cost $860,000, and project officials say they have already secured $500,000 of that from the State of Ohio, $50,000 from Interact for Health, and $10,000 from Duke Energy. The hope is that the remaining funds can come from City Hall. Should the final funding fall into place, Groundwork Cincinnati believes phase five work could be completed next year – creating a continuous eight-mile stretch of trails.
An attempt has been made all along to keep the trail close to the Mill Creek, but in some places, such as along Este Avenue, project planners say that it has not possible. But in locations where restoration and stabilization work has been performed along the creek, recovery of the ecosystems is easily visible.
“We now have great blue heron that fish in Mill Creek. We’ve got turtles, lizards, salamanders, beavers, birds, and all kinds of wildlife” Corathers exclaimed. “What we’re doing is breathing life back into this corridor. The trail allows users and visitors to experience an urban river that is coming back.”
In addition to Groundwork Cincinnati and the DOTE, Queen City Bike, Human Nature, IBI Group, Kolar Design, and Prus Construction have contributed to the development of the Mill Creek Greenway over the past six years.
