EDITORIAL: It’s Time to Consider Moving Major Festivals to Central Riverfront

There has been much rancor over the past week about how or if to operate the streetcar during major events such as Oktoberfest or Taste of Cincinnati. The perceived problem is that the streetcar’s tracks cross the existing location of those major festivals, and would thus pose a conflict.

It is worth taking a look at these festivals and their locations along Fifth Street, along with what other options might exist.

Historical Context
Both festivals got their start in the 1970s, with Oktoberfest tapping its first keg in 1976 and the Taste of Cincinnati kicking off in 1979. While Oktoberfest originally began on Fifth Street, Taste of Cincinnati did not. In fact, it was not until very recently that the Taste of Cincinnati moved to Fifth Street and joined its mega-festival partner.

When Taste of Cincinnati modestly kicked off 36 years ago, it was actually held in Piatt Park. It stayed there for three short years and then moved to Central Parkway, where it remained until 2007 when the renovation of Fountain Square was completed. At that time, it made sense to host both festivals to Fifth Street around the reborn Fountain Square.

When the city’s first modern streetcar line opens next year, it will have been nine years since both festivals were regularly being held on Fifth Street. Following this year’s scheduled events, it will also be time for both festivals to consider moving to even better environs along the central riverfront. Of course, since the streetcar isn’t planned to open for operations until September, that means Taste of Cincinnati could stay where it is without any problems for 2016 as well.

Accessibility
One of the biggest positives and negatives about Fifth Street is its central location and connectivity to Fountain Square – the traditional public gathering point for Cincinnatians. Everyone knows where it is. The problem with it is that it is also all of that for everyday residents, visitors and workers in the bustling central business district; and these events shut down that corridor for days at a time.

With the events typically extending from Race/Vine Street to Sycamore/Broadway Street – a four- to five-block span – they also require a number of cross streets and major transportation hubs like Government Square to shut down. When the streetcar begins its operations, it too will have to alter its operations and only run approximately half of its initial route during the events.

By moving both festivals to the central riverfront they would be able to take advantage of the huge Central Riverfront Garage underneath The Banks, and also be able to take direct advantage of the Riverfront Transit Center, which was custom built for serving massive crowds such as those that attend Oktoberfest and Taste of Cincinnati.

At the same time, Metro bus service and streetcar operations would be able to continue uninterrupted.

Furthermore, unlike Fifth Street, the streets at The Banks do not serve as major access points for the regional highway system, so closing those streets off would not severely disrupt the flow of goods and people in the central business district. Without that restriction, Oktoberfest and Taste of Cincinnati could explore the idea of taking place over additional days, instead of being limited to three-day weekends.

Accommodations
Like Fifth Street, the central riverfront is within close walking distance of the many hotels located in the central business district, but it doesn’t serve as a barrier to them with its tents, debris and staging.

In addition to the hotels, businesses at The Banks would be much better-suited to handle mega events such as these. Buildings and storefronts along and around Fifth Street have been designed in a traditional sense, while those at The Banks have been custom built to accommodate large street crowds and festivals with walk-up windows, fold open walls and the forthcoming open-container law.

In fact, the huge popularity of Oktoberfest has already begun to spread beyond Fifth Street. UberDrome is now set-up in Smale Riverfront Park by the Moerlein Lager House and Paulaner; and the growing number of breweries in Over-the-Rhine are also now hosting special events during the period during and around Oktoberfest. A perfect connection between all of the festivities, as has been suggested by Christian Moerlein’s owner Greg Hardman, is the first leg of the streetcar.

Organization and Set-Up
Fifth Street, unlike the central riverfront, has very little in terms of open areas for special activities. With the $125 million dunnhumby Centre now complete at Fifth and Race, Fifth Street has also lost a large surface parking lot that had served as a staging area for these festivals. Along the central riverfront there are several event lawns that not only offer more flexibility for programming, but also are more comfortable for event-goers than the hardscapes offered along Fifth Street.

Furthermore, while Cincinnatians have grown accustomed to the linear organization of these types of festivals, which may not be the best set-up for them. With the ability to shut down multiple streets at a time without causing problems for traffic flow, The Banks allows for a more district-oriented festival. This would allow people to more easily get from one spot to another, without needing to go back against the grain an entire four blocks to meet friends just arriving.

In addition to all of this, The Banks development and Smale Riverfront Park are only getting bigger. So as they expand over the coming years, so will the possibilities for both of these great festivals that help to define the spirit of Cincinnati and its people.

While the Cincinnati Streetcar may be sparking this conversation, the decision to move Oktoberfest and Taste of Cincinnati to the central riverfront is clear on its own merits and should be seriously considered. Both continue to grow in popularity and set record crowds each year. At some point soon we are going to have to make a decision about how to accommodate these growing crowds.

Let’s allow our companies in the central business district to flourish without interruption, our transit systems to serve huge crowds at full capacity, and two of our greatest cultural festivals the ability to grow and prosper for generations to come. Move Oktoberfest and Taste of Cincinnati off of Fifth Street and to the central riverfront.

PHOTOS: Three Transportation Construction Projects Altering The Urban Landscape

The first phase of the Cincinnati Streetcar is remaking the look and feel of streets throughout Downtown and Over-the-Rhine, but it’s not the only major transportation project under construction at this point.

Work on the $106 million MLK Interchange is moving along at a steady pace, and it is transforming its immediate environs. At the same time, work continues to plod ahead on the multi-billion dollar rebuild of I-75 through the city.

As fun as those highway projects might be, the streetcar still looms as the most exciting project in the region. Even though there are daily media reports on the $148 million project, it is hard to resist sharing more about it since it shockingly stands as the first rail transit for a region of more than 2.1 million people.

Will AC Hotels by Marriott Open Second Regional Location at The Banks?

The Banks development team is close to finally securing a hotel at the multi-billion dollar development, according to multiple sources close to the project. After years of failed starts and negotiations, UrbanCincy has learned that AC Hotels by Marriott is the hotel now being eyed for the prominent central riverfront location.

The news is yet to be officially announced or confirmed by The Banks development team, but UrbanCincy has confirmed the information over the last week with individuals who have requested to remain anonymous due to the ongoing negotiations taking place.

The understanding is that construction could begin prior to the All-Star Game in July.

The news comes after AC Hotels backed out of a deal at the former School for Creative and Performing Arts in Pendleton. Had that deal moved forward, it would have put it on track to be one of the boutique hotel’s first locations in North America, after establishing itself as a household name in Europe.

According to those sources close to the project, the AC Hotel at The Banks would be a seven-story structure with a rooftop bar named AC Lounge. Once open the hotel, which is expected to have between 150 to 200 rooms, would be managed by Cincinnati-based Winegardner & Hammons, which has close relationships with Marriott and Western & Southern, and has overseen the development of numerous hotels in the region.

According to Winegardner & Hammons’ most recent company report, they also recently signed a contract to manage an AC Hotel in Louisville that is scheduled to break ground in August of this year.

AC Hotels announced their aggressive North American expansion plans in 2013, and opened their first hotel in New Orleans in December 2014. After plans were scuttled for the SCPA project, developers at the $350 million Liberty Center announced that a 130-room AC Hotel would open there in late 2015.

Senior management at Marriott International says that AC Hotels is one of their select-service brands and targets a young clientele seeking a “design-led sensibility.” Overall, Marriott’s president and CEO, Arne Sorenson, says that AC Hotels has some 50 development deals signed nationwide, with dozens more in the works.

In an interview with Hotel News Now, Sorenson specifically identified North Carolina and the Midwest as opportunity markets.

In perhaps a view into one of the reasons behind the failed deal at the former SCPA in Pendleton, Sorenson also told Hotel News Now that the vast majority of the deals AC Hotels has in the pipeline are new construction. In fact, aside from the New Orleans project, he said that only one other project was a conversion.

AC Hotels include more European design influences and place a focus on sleek, tech-focused accommodations that appeal to Millennials. In addition to the rooftop AC Lounge, the new location at The Banks would likely include a communal working space, two to three meeting spaces, and a mixture of one- and two-bed guest rooms.

One of the company’s standard approaches is to locate in vibrant urban areas where significant activity already exists. Hotel management says this is to encourage guests to go outside of the hotel and patronize area businesses. To help further encourage that, most AC Hotels do not include an in-house restaurant, and instead allocate more area for public spaces where guests can mingle and interact with their surroundings.

It is not yet known where exactly the hotel will be located at The Banks, but it is assumed to be targeted for the long-vacant placeholder site along Main Street across from Great American Ball Park, which also happens to be located directly on the Cincinnati Streetcar‘s starter line.

Transit Ridership Inches Forward in Ohio’s Largest Metropolitan Centers

While transit ridership nationwide inched upward and reached its highest level in more than a half century, it remained flat in Ohio’s two largest metropolitan regions.

According to new data released by the American Public Transportation Association (APTA), transit ridership in both Cincinnati and Cleveland remained essentially unchanged from 2013 to 2014. With a 3% ridership gain over the previous year, Columbus bucked the trend and posted the fifth highest bus ridership gain nationally.

“In 2014, people took a record 10.8 billion trips on public transportation — the highest annual ridership number in 58 years,” said Phillip Washington, APTA Chair and CEO & General Manager of the Regional Transportation District in Denver. “Some public transit systems experienced all-time record high ridership last year.”

In a nod to Columbus, Washington said that the increases were not just relegated to large cites, but were found in smaller and medium size communities as well. But according to Streetsblog USA, an UrbanCincy content partner, the national increases can be largely attributed to the large gains in New York City, which accounts for roughly 25% of American transit ridership.

Growth in transit ridership is expected to continue in the years ahead as dozens of cities throughout the United States build out regional rail networks and implement new bus services. In Cincinnati, that includes new services operating out of the recently opened Uptown Transit District and the forthcoming Northside Transit Center and Walnut Hills Transit District.

The opening of the first leg of the Cincinnati Streetcar is also expected to boost ridership in 2016. Until then, Cleveland will remain as the only city in Ohio to have both bus and rail offerings. Not surprisingly, Cleveland’s transit usage dwarfs that of both Cincinnati and Columbus.

While year-over-year ridership only increased nationally by 1%, that gain is seen as encouraging since it occurred at the same time as prices for gasoline plummeted. Transportation officials see continued transit ridership growth, in addition to VMT growth for the first time in nearly a decade, as a clear indication of a much stronger economy where more people are employed.

“Since nearly 60 % of the trips taken on public transportation are for work commutes, public transportation ridership increases are seen in areas where the local economy is growing,” said APTA President and CEO Michael Melaniphy.

In spite of Cincinnati’s growing economy, transit ridership actually posted a slight loss. That loss, however, is in line with national bus ridership trends. While Cincinnati saw an annual decrease of 1.8%, bus ridership across the country also experienced a 1.1% decline. All modes of rail transit, meanwhile, posted gains, which now accounts for 46% of all trips made by transit.

Light rail systems posted the biggest annual gain of 3.6%, while heavy rail and commuter rail added riders by 3.3% and 2.9%, respectively.

“People are changing their travel behavior and want more travel options,” Melaniphy concluded. “In the past people had a binary choice. You either took public transit, most likely a bus, or you drove a car. Now there are multiple options with subways, light rail, streetcars, commuter trains, buses, ferries, cars and shared use vehicles.”

For the purposes of this analysis, UrbanCincy has used a constant 3.8 million annual trips from TANK in the Cincinnati totals presented in the above chart.

EDITORIAL: Don’t Cancel Homearama, Relocate It

The past ten days have been interesting. A week ago I spoke with Keith Schneider from the New York Times about the booming residential property values in Cincinnati’s center city. Then, just one day later, the Home Builders Association of Greater Cincinnati announced that they would be cancelling this year’s Homearama event in Clermont County.

The annual suburban home show has been going since 1962, and was cancelled this year due to, “increased activity in other segments of the housing market.” One of the builders that has traditionally participated in those over-the-top suburban home shows is Great Traditions, which recently expressed a growing interest in developing urban properties.

Great Traditions is not the only one. Greiwe Development has also said that they would like to start building homes along the Cincinnati Streetcar starter line, John Hueber Homes made the same transition to Over-the-Rhine, and Ashley Builders appears to just be getting started on their work in the center city.

So while homebuilders are struggling in the region’s outlying suburbs, they seem to be thriving in a manner that is pulsating outward from Downtown and Over-the-Rhine.

It seems more than likely that Homearama will return in the not-so-distant future, but should it? With all the demographic and economic trends pointing in the opposite direction, perhaps the energy and money put into the 53-year-old suburban home show should be shifted elsewhere. I could think of some very nice places to do urban home shows in Pleasant Ridge, Walnut Hills, Avondale, West End, Price Hill, East End, and College Hill. And that is not even considering the possibilities in Northern Kentucky’s river cities.

Yes, there is CiTiRAMA, but that annual home show is often limited in its scale and tends to leave much to be desired.

The writing appears to be on the wall, which makes the outlandish Fischer Homes Expressway proposal look all the more desperate. Why keep up the fight? There are plenty of opportunities in our region’s first-ring suburbs, and the city governments overseeing those sites will assuredly be more than happy to cooperate.

Don’t believe me? Just ask those developers that had been defined by their suburban subdivisions for decades how they are liking life in neighborhoods like East Walnut Hills, O’Bryonville, Northside, Clifton and Over-the-Rhine where condos are virtually sold-out.

I hope the Home Builders Association of Greater Cincinnati decides to not cancel this year’s Homearama after all. I just hope they relocate it to the inner-city where the residential housing market is hot.
