Cincinnati Quickly Falling Behind on Bicycle Transportation Goals

A year after Cincinnati approved massive bicycling reforms little progress has been made in terms of on-the-ground improvements. The city installed only 2.3 miles of on-street facilities in 2010, and currently only has a total of 15.6 miles of on-street facilities city-wide. The number pales in comparison to the Phase 1 goal of 91 miles of on-street facilities by 2015.

To meet the Phase 1 goal, Cincinnati will have to install 75.4 miles of on-street facilities over the next three years. That equates to approximately 25.1 miles annually which would be a 991 percent increase over what was accomplished in 2010.

The numbers come from the second annual Bicycling Report Card just released by the city. While the physical improvements have been nominal at best, bicyclists have noticed an improvement city-wide noting that respect for bicyclists and the completeness of the city’s bicycle network have improved. Overall though, bicyclists continued to give Cincinnati a “C” grade when it comes to Cincinnati being a city for bicycling.

“We have heard from other cities that the first few years of implementation are always the most challenging,” said Department of Transportation & Engineering (DOTE) planner Melissa McVay. “When it comes right down to it, adding bicycle facilities to most streets in Cincinnati is going to require consolidating on-street parking or removing a motor vehicle travel lane, neither of which are particularly popular with most community councils right now.”

McVay went on to say that construction of new on-street bicycle facilities is critically important in terms of getting potential cyclists out of their cars. According to the report card’s survey, the largest deterrent from bicycling more is the lack of bike lanes throughout the city.

“There’s a lot of research out there that shows that these trade-offs are worth it, and how bicycles play a critical role in sustaining vibrant urban areas, so I’m hopeful that we’ll be able to make more and more progress every year,” McVay continued.

Even with the minimal progress made in 2010 in terms of on-street bicycle facilities, city officials have hope going forward that they can still accomplish the goals set forth in the Bicycle Transportation Plan.

“City officials tout safety as a priority. Usually it has to do with crime and auto-related travel, but they really must show a greater commitment to the safety of bicyclists, who are a growing demographic,” explained Christian Huelsman, Green Clifton Committee Chair for Clifton Town Meeting. “Minor commitments to bicycle infrastructure have been lean at best. The new bicycle lanes we do have aren’t even properly signed or labeled.”

According to the DOTE, City Council has been very supportive of the plan and has fully funded the department’s funding requests for 2011 and 2012. This is in addition to the policy changes that were made last year including bicycle parking requirements, the creation of a Bicycle Friendly Destinations Program and an enhanced bicycle safety ordinance.

“I think the reality of the situation is that it’s going to take several years of significant progress before the average cyclist feels like there’s been substantive improvement, in the network and overall,” McVay said. “For comparison, San Francisco cyclists awarded their city a B- overall in 2008, and they have 40 miles of existing bike lanes.”

City Looking for Feedback on Potential Bicycling Fixes for Riverside Drive

The City of Cincinnati is examining how to improve bicycle conditions along Riverside Drive through the East End neighborhood. Data shows that the corridor is popular for both recreational and commuter bicyclists, but that the heavy traffic along the roadway makes it unsafe or uncomfortable for many potential riders.

“We’re continuously looking for ways to improve the quality of life for residents, and enhance neighborhoods in ways that are more in line with our community’s interests in walkable, bike-friendly and sustainable neighborhoods,” said Matthew Andrews, Acting Principal Architect with Cincinnati’s Department of Transportation & Engineering. “But due to the complexities of this corridor, we are really interested to see what kind of feedback we can get from the public.”


Such complexities include that approximately 10 percent of all traffic along U.S. 52 is dangerous truck traffic thanks to a national truck corridor designation. DOTE officials also say that recent studies show that while the posted speed limit is 35mph, the average vehicle is zipping through the area at 46mph.

But while some solutions seem obvious – separated bike lanes, traffic calming features – the larger picture is making things more difficult. The ongoing Ohio River Trail will eventually create a separated bicycle path that will accommodate both recreational and commuter bicyclists, but officials do not know when that might be or how it is executed. As a result, the City is looking at potential fixes now and is hoping the public can help come up with a solution.

The City is currently soliciting feedback on five potential solutions that include everything from dedicated bike lanes, a separate path, cycle tracks, and a combination thereof. Those interested in providing feedback on the potential solutions are encouraged to do so by Thursday, September 30 so that officials can narrow down the list of concepts and do further analysis in early October.

Cincinnati to Vote on Massive Bicycle Policy Reforms

In a bold effort to make Cincinnati more bicycle friendly and inviting for anyone to ride, the City’s Department of Transportation & Engineering has partnered with Queen City Bike and community members over the last 10 months to develop a Bicycle Transportation Plan that, in part, calls for 330 miles of new dedicated street lanes and 83 miles of off-street bike paths in addition to the 33-mile collection of bike paths that exist presently.

Cincinnati City Council’s Livable Communities Committee will hear these recommendations at their meeting today where a large number of bicycle advocates are expected to appear in support of the plan.  The meeting will be held at City Hall (map) at 6pm.

Recent efforts have included the addition of new dedicated bike lanes, sharrows, bicycle racks, on-street bike parking, and a new regulation requiring the inclusion of bicycle parking inside parking garages.  Progress also continues to be made on the Ohio River Trail which will eventually tap into the Little Miami Scenic Trail and provide a continuous bicycle route from Cincinnati’s eastern suburbs to downtown Cincinnati where it will terminate at the new Bicycle Commuter Station currently under construction at the Cincinnati Riverfront Park.

In cities like Vancouver, Portland, Seattle, Washington D.C., New York City, and San Francisco even more is being done to accommodate bicyclists as the number of those utilizing the carbon-neutral form of transportation continues to rise at a rapid pace.

Such efforts being made in these cities include separated on-street bike lanes, enhanced signage, signal timing, and bike boxes which are all intended to make bicycling safer and more accommodating.  As a result, Vancouver has seen a ten fold increase in the number of bicyclists using the Dunsmuir Viaduct since its bicycle improvements were made.  Bicycling there also represents the fastest growing form of transportation in Vancouver with more than 60,000 bicycle trips each day.

In May 2010, Vice Mayor Roxanne Qualls highlighted Portland, OR’s use of bike boxes as a best practice citing that the new bike boxes at intersections throughout Portland help to eliminate dangerous “right hook” collisions.  The bike boxes in Portland are colored green boxes on the road with a white bicycle symbol inside that offers a visual clue to motorists to expect bicyclists at the intersection while also positioning bicyclists in front of motorists so that they are not in the motorist’s blind spot.
