Neighborhood Summit Recap

Over 600 concerned local citizens turned up at last weekend’s Neighborhood Summit, Step Two in involving the public in Plan Cincinnati, a new comprehensive plan being drafted by the City. While the meat and potatoes of the event were the small-group sessions focused on seven “Project Elements” (Housing and Neighborhood Development; Economic Development and Business Retention; Transportation and Transit; Health, Environment and Open Space; Historic Preservation; Urban Design; and, Arts and Culture) the highlights of the day were the two featured speakers: Scott Bernstein of the Center for Neighborhood Technology, and Anthony Williams JD, former Mayor of Washington D.C.

Williams’ talk was a straight-forward explanation of the Washington D.C. Comprehensive Plan that he oversaw in office, and while his delivery utilized dry wit and the invocation of insights from our Founding Fathers, it was Bernstein’s presentation that fascinated outright, striking at some of the key issues Cincinnati must address with its Comprehensive Plan.

Bernstein spoke predominantly on the drawbacks of an automobile-centric transportation network and two points especially stood out. First, he shared a graph charting the rise and fall of gas prices, followed by a graph almost perfectly shadowing the first line, but on a lag of about six months time: the rate of foreclosures. Our level of fuel dependency is dependent on our living locations, to the point where many people are just plain stuck when gas rises to excruciating price-points.

Expanding on that idea, Bernstein then demonstrated how chasing lower housing costs out away from a city’s center could actually wind up crippling a household’s financial flexibility. Since transportation costs are largely a function of the distance one lives from work, social and educational opportunities, the two expenses ought to be looked at together, and Bernstein showed that in a “Drive Til You Qualify” market — areas that are chiefly auto-dependent — a commitment to suburban and exurban life is also a commitment to increased transportation expenses.

Bernstein demonstrated that, on average, a household saving $6k in monthly housing costs ends up sinking up 77% of their income into housing and transport, combined. Spend that extra $6,000 to live closer to where you learn, work and play, and the average household could end up with over 50% of their income still in their pockets — money which can then spur growth in a diverse local economy. Preemptively addressing the mass-transit critic, who might scoff at New Urbanist cities such as Portland, Bernstein quipped, “People who maybe don’t travel a lot think, Oh, Portland, they’re a ‘fuzzy’ kind of people. Well, yeah: they’re fuzzy all the way to the bank.”

After Bernstein spoke, citizens weighed in on the Project Elements in their respective small groups, offering opinions on how initiatives should be prioritized, and brainstorming ways to achieve goals such as being “a city with inviting and engaging public spaces” and having “economically diverse, mixed-income neighborhoods.”

Even after three such hour-long sessions, the real work is ahead; over the next six months working groups will meet to turn the initial feedback from the Neighborhood Summit into strategies aimed to realize each element. Political kickbacks land Cleveland major transit dollars

Vice President Joe Biden announced over $600 million in new awards for transit projects across the United States. The funding went to 191 different transit projects in 42 different states and Puerto Rico.

Ohio walked away with more than $24.5 million worth of transit funding, of which the overwhelming majority went to northeast Ohio, where the state’s two Senators are from, with $6 of transit funding going to each of the 2,088,291 people in the Cleveland Metropolitan Statistical Area (MSA). Cincinnati meanwhile ranks as Ohio’s most populous MSA with 2,155,137 people who received $0.13 each for transit funding (view full list of recipients).

The $6 per person transit funding for Cleveland equates to roughly half of Ohio’s total funding received and more than $12.5 million. The Cincinnati MSA barely made the list at all as Middletown, on the far northern reaches of Cincinnati’s metropolitan area, received the MSA’s only funding of just under $281,000.

In a press release received from the U.S. Department of Transportation, Vice President Biden stated that, “Investing in these transit upgrades not only puts construction workers on the job at project sites, but supports American manufacturing jobs all the way down the supply chain. At a time when jobs are priority number one, that means twice the employment bang for the Recovery Act buck.”

One could make the argument that the Cleveland metropolitan area received the most money to help create and retain jobs in arguably Ohio’s most devastated market in terms of jobs and foreclosures. The evidence further supports this when you see that Columbus and Cincinnati, the state’s two strongest job markets, received the smallest per-capita funding. That is where the connections stop though, as Dayton, ranking close to Cleveland as one of Ohio’s worst economic performers, received a measly $0.84 per person for transit funding.

“Investing in modern, efficient transit systems will mean safe, reliable travel and clean air in our communities” said FTA Administrator Peter Rogoff. “These projects are putting thousands of Americans to work right now while improving the lives of millions of Americans for years to come”

Unfortunately while this is true, it seems that at least in Ohio that these funds were distributed based on political ties than anything else. Both Senator Sherrod Brown and Senator George Voinovich hail from northeast Ohio Maybe not shocking, but certainly disappointing especially if you are one of the hundreds of thousands living in Hamilton County that voted for Senator Brown in 2006 and in turn saw $0 of this transit funding.

Metro service changes take effect on 3/7

In response to customer requests, Metro will start offering earlier service to the University of Cincinnati’s Raymond Walters campus along bus route #4 to Blue Ash, and will be making a variety of changes geared towards improving service to the Central Business District from the city’s west side neighborhoods.

The special service changes will go into effect on Sunday, March 7 along with the routine seasonal service changes all seen below:

Metro officials will be on hand to answer questions and field concerns at the Government Square Transit Hub from 8am to 10am on Friday, March 5. New bus schedules for affected bus routes will also be available.

On-street bike corrals coming to Cincinnati

In this week’s issue of Soapbox Cincinnati, I wrote about the first on-street bicycle parking in the region coming this April to Northside. The move is another important step by the City of Cincinnati towards becoming the bicycle friendly city this administration wants the city to become.

Bicyclists that are in the know are already clamoring about the new addition. But for those who have yet to experience on-street bike corrals, take a look at how they have positively impacted businesses, pedestrians, bicyclists and more in Portland.

Cincinnati receives $712k to reconfigure Galbraith Rd Interchange

The U.S. Department of Transportation (DOT) has awarded a $712,500 grant to Cincinnati for the design of a new exit ramp on Interstate 75 at the existing Galbraith Road interchange. The project is a small component of the much larger multi-billion dollar effort to improve safety and add capacity to one of the nation’s worst stretches of highway for commuters.

The grant money will fund the elimination and replacement of the current left hand exit with a new right hand exit along northbound I-75. Project officials early on had suggested the elimination of the left hand Galbraith Road exit (map) altogether without a potential replacement. This proposal was met with great opposition from nearby residents and business owners who rely on the interstate access.

“This project will make for an easier commute and improve safety on Interstate 75,” said Representative Steve Driehaus (D-OH). “In addition, the funding will stimulate our local economy and create jobs.”
