Comprehensive Study Needed to Examine Cincinnati’s Migration Problem

Cincinnati has a problem with attracting immigrants.

While it is the largest metropolitan region in Ohio, Cincinnati lags behind both Cleveland and Columbus in attracting foreign migrants. Even as Cleveland continues to lose population and struggles with a weak economy, Cincinnati, with its much stronger economy and national recognition, attracts fewer of America’s newest residents.

More alarmingly, at 4.6%, Cincinnati ranks behind all of its regional competitors (Columbus, Indianapolis, Louisville, Pittsburgh, St. Louis) in percentage of foreign-born population. Columbus (10.5%) and Indianapolis (8.4%) have double or nearly-double the percentage of foreign born population. Cincinnati only bests Pittsburgh and Louisville in terms of attracting immigrants over the past three years.

The United States as a whole continues to attract millions of new immigrants. They’re just not coming to Cincinnati at the same rate as elsewhere.

Mayor John Cranley’s (D) recent announcement to start an initiative to grow the immigrant population in Cincinnati is a welcome one. With statistics showing that immigrants are more likely than non-immigrant Americans to start a business, a flux of foreign residents would be good for Cincinnati’s economy in more than one way.

Cranley is not unique among mayors in cities across the nation that have suffered massive population losses since the 1950s. From Baltimore and Philadelphia, to Detroit and Dayton, cities across the country are now targeting immigrant communities in order to help bolster populations and foster economic growth.

Preferably, Cincinnati’s quest to attract new immigrants will be part of a larger plan to attract new residents, period. While lagging behind in attracting immigrants, the region also continues to shed existing residents to other parts of the country.

Local leaders should authorize a comprehensive study to find out why Cincinnati struggles so greatly with attracting domestic and international migrants. With a growing economy and incredible regional assets, there is no reason why Cincinnati should fail so miserably at attracting new people.

It may prove wise to set city funds aside to create some sort of media blitz that touts the benefits of the city and the surrounding region. With a recent Gallup poll showing that 138 million people around the world would choose to move to the United States if given the opportunity, the market for new immigrants is surely present. Some sort of economic incentive would help as well. Tax breaks for immigrant businesses and incentives to live within city limits will help attract immigrants of all economic levels.

It is not a stretch to imagine that Columbus’ ability to attract and retain so many more immigrants than Cincinnati is due to the presence of Ohio State University, one of the nation’s most prominent public universities. As a result, Cranley should take heed and foster greater cooperation between the City of Cincinnati and the University of Cincinnati and Xavier University, using those nationally-recognized institutions to attract even more newcomers.

At the end of the day, however, immigration is a national issue. For that reason, regional leadership should be in active dialogue with Cincinnati’s Congressional delegation and lobby them to support immigration reform and initiatives that will help attract immigrants not just to the U.S. in general, but to the Cincinnati region specifically.

VIDEO: Amtrak Sets Its Eyes on the Coveted Millennial Demographic

On the heels of kicking off their new Writers Residency program, where writers can ride intercity passenger rail for free, Amtrak welcomed 30 prominent new media “influencers” on a long-distance train ride from Los Angeles to SXSW in Austin.

The new initiatives are part of a larger effort by Amtrak to connect with a demographic they believe is already open-minded and passionate about intercity train travel.

“There’s a lot of talk about us being the Me Generation or the Do Nothing Generation,” said Charlie Monte Verde, who is a Millennial himself and also Amtrak’s Government Affairs Specialist for the Midwest Region. “The thing we always see about what we do, is that this can be one of those things that we take and run with. That we make our impact on the United States for the rest of our lives in growing this intercity rail network.”

Monte Verde says that the 30 participants had somewhere around 2.5 million followers on social media, and that the group logged their journey by using the #AmtrakLive hashtag.

The major takeaway for many of the participants, however, was the relaxing nature of the ride, and scenic beauty of the trip.

“I think train travel is a bit of a lost art. It was a very amazing thing to do years ago, and it’s still a very amazing thing to do now,” said Matthew Knell, VP of Social and Community Outreach at About.com. “What Amtrak is trying to do with the new generation; with high-speed rail and new technologies and solutions is great.”

Amtrak is currently in the process of upgrading intercity passenger rail service in the Midwest between St. Louis and Chicago and Detroit and Chicago. Segments of those routes are now operating at 110 miles per hour, with additional upgrades underway to bring the entire length of those routes up to higher speeds.

In October 2013, Amtrak officials signed an agreement with the State of Indiana to maintain Hoosier State service, and revisited the idea of improving service between Cincinnati and Chicago.

Will Detroit actually demolish 117,000 buildings over the next five years?.

At the end of 2012 we sounded the alarm about a new grant from the State of Ohio that would allow for Hamilton County leaders to demolish approximately 700 buildings in the name of blight removal. Well try this on for size: the City of Detroit has proposed increasing its blight removal budget so that it can demolish 400 to 450 buildings a week over the next five years. For those keeping score, that would be anywhere from 104,000 to 117,000 total demolitions. More from The Detroit News:

Orr filed his debt-cutting plan of adjustment last month in U.S. Bankruptcy Court and continues to meet opposition from retirees and other city creditors, but says his main focus is getting Detroit on track for its 700,000 residents.

Orr’s plan calls for the infusion of $1.5 billion into capital improvements over the next decade. Among them is an ambitious plan to target Detroit’s blight that Orr insists is “doable.” Orr dedicated about $520 million to blight removal over the next five years. The funding would ramp up demolitions from 114 a week to between 400 and 450.

Virtually every city in America is struggling with its pension obligations. It turns out that a massive downtown in the stock market, even temporary, can really damage the value of an investment portfolio. While much needs to be done in terms of improving and stabilizing these programs, some financial advisers are cautioning not to blame municipal budget issues entirely on legacy costs. Turbeville’s report blames Detroit’s population loss in the last census for triggering a $24 million reduction in constitutional state revenue sharing. The Legislature cut Detroit’s annual statutory revenue sharing by an additional $42.8 million. The cuts account for a third of the city’s revenue losses between the 2011 and 2013 fiscal years, Turbeville said.

“By cutting revenue sharing with the city, the state effectively reduced its own budget challenges on the backs of the taxpayers of Detroit (and other cities),” Turbeville wrote in the report. “Furthermore, the Legislature placed strict limits on the city’s ability to raise revenue itself to offset these losses.”

What should a shrinking city do with its vacant housing stock?.

Losing population isn’t fun, and a host of cities throughout the U.S. have been losing population since their collective peaks in the 1950s. Cincinnati is one of those cities. Along with the troubling finances this presents, it also creates the predicament of deciding what to do with vacant households left behind. In Cincinnati, and many others, the decision has been to tear down homes and hope for something better. More from The New York Times:

A recent Brookings Institution study found that from 2000 to 2010 the number of vacant housing units nationally had increased by 4.5 million, or 44 percent. And a report by the University of California, Berkeley, determined that over the past 15 years, 130 cities, most with relatively small populations, have dissolved themselves, more than half the total ever recorded in the United States. The continuing struggles of former manufacturing centers have fundamentally altered urban planning, traditionally a discipline based on growth and expansion.
