National Citizen Survey Shows Perceptions of Hamilton Continue To Improve

With the recent announcements of two major new employers, London-based Barclaycard and Colorado-based StarTek, bringing hundreds of new jobs to Hamilton, it may come as no surprise that the city performed comparatively well on the 2015 National Citizen Survey.

Made available to residents in nearly 550 other localities throughout the United States, the NCS is considered by most counties and municipalities as the standard-bearer for collecting meaningful qualitative data and providing informative, actionable feedback.

At the survey’s conclusion, each participating community received an in-depth report that summarized their residents’ responses in three areas: community characteristics, governance and participation. In aggregate, these are compiled to give a general overview of the community’s livability and quality of life. Embedded within this, the questions collect residents’ thoughts about eight key aspects that are central to any community: safety, mobility, the natural environment, the built environment, recreation/wellness, education/enrichment, and community engagement.

While the comparison to other communities is certainly useful, what’s most telling is how the Hamilton of today compares to the Hamilton of its not-so-distant past.

When lined up against its results from the 2011 NCS, the city saw positive gains in a nearly two-thirds of the survey. Not only did the city improve upon those areas where it had been lagging for decades, it also continued to bolster its status as a high-quality, cost-effective producer of public utilities and public goods.

From its best-tasting water, its increased hydroelectric energy production, to its publicly accessible natural-gas station (the first and only in Greater Cincinnati); Hamilton has proven that it is indeed possible to effectively provide public services through economically uncertain times.

It wasn’t all great news, however, with some of the lowest scores falling within the realm of transportation. In particular, few residents responded positively to questions about public transit and traffic flow, both of which have been notoriously subpar for a city of Hamilton’s size. By comparison, nearby Middletown, which is smaller than Hamilton, has had direct access to Interstate 75 and its own four-line public bus system for decades.

Within the city proper, there are only three bridges that connect the city across the Great Miami River within the city proper, all of which carry local roads. Further complicating this is Hamilton’s lack of any highway-grade road infrastructure of any significance as well as numerous at-grade railroad crossings on both sides of the river.

The city is attempting to address some of these transportation issues by moving forward with the $29 million South Hamilton Crossing project, while also lobbying to restore regular passenger rail service.

Public transit of any kind is non-existent in Hamilton, which only frustrates this situation even more. In response to this, city leaders say that they are working to improve relationships with Butler County and other entities within the county, including Middletown and Miami University, to improve public transit offerings.

In particular, the Butler County Regional Transit Authority has essentially absorbed operation of what had been independent bus services in Middletown and Oxford in order to build connectivity among the county’s population centers. BCRTA also maintains routes to West Chester and Tri-County Mall in coordination with Cincinnati’s Metro bus system.

State Historic Tax Credit Expected to Boost $3.1M Renovation of Goetz Tower

The seven-story Middletown Building & Deposit Association tower in Butler County was one of 12 projects in southwest Ohio to receive historic tax credits last month from the State of Ohio. As part of the deal, the $3.1 million project will receive $600,000.

The redevelopment of the 85-year-old structure will result in expanded and renovated street-level retail space, with 24 market-rate apartments on the six floors above that.

The hope is that other similar, but smaller-scale, projects come online, as is expected, after the next round of historic tax credits are awarded this spring.

As earlier reported by UrbanCincy, this award was part of a larger $42 million distribution of historic tax credits state-wide by the Ohio Development Services Agency. The goal of the tax credits, public officials say, is to spark economic development while also preserving historic structures. It is anticipated that this round of awards will spur an estimated $600 million in private investment.

This award comes after nearly $150,000 in grants for assessments and site preparation awarded by the Duke Energy Foundation, US Environmental Protection Agency, and Cincinnati Development Fund. The moment that really gave the project its initial boost, however, came in 2012 when the building was donated to Grassroots Ohio by Fifth Third Bank.

In conjunction with the $10 million rehabilitation of the Sorg Opera House, city officials and private developers are expecting to leverage this initial project to spur additional development nearby. They are also hoping to leverage its location across from Cincinnati State’s Middletown campus as a walkable alternative to students who are primarily commuting from outside the city.

Built in 1930, the seven-story, Art Deco building has survived decades of changes in the heart of Middletown. Upon completion of renovations, project officials say that the building will be renamed Goetz Tower in honor of its original architect.

Construction is anticipated to start in March and last approximately 18 months.

Construction Work Progressing on Hamilton’s $11.8M Artspace Lofts Project

From the construction of the Fitton Center for Creative Arts, to aggressively marketing Pyramid Hill, to proclaiming itself The City of Sculpture, Hamilton has been actively reinventing itself as an arts-friendly and arts-centered community since the early 1990s. One of the most recent efforts, however, has been the development of the Artspace Hamilton Lofts, a partnership between Neighborhood Housing Services of Hamilton and Minneapolis-based Artspace Projects.

When finished next summer, the $11.8 million mixed-use development will include 42 market-rate rental units including studios, one-, two-, and three-bedroom options. It will also include commercial and studio space on the first floor for burgeoning local artists.

Since its inception in the late 1970s, Artspace has transformed itself from simply being an advocate for the needs of artists into one of the premier non-profit developers of art-centric residential and commercial space in the United States. From artist cooperatives, to family lots, to non-residential projects, the Artspace Hamilton Lofts will continue their mission of creating unique, historic spaces for artists and arts organizations.

The Artspace project is also indicative of Hamilton’s efforts to reinvigorate its downtown by embracing its architectural past. Beginning in the 1960s and 70s, in an effort to appear more modern and match the neighboring structures that were being constructed, many of Hamilton’s downtown buildings had superficial metal facades installed on them that masked the original architectural details.

Fortunately, two of these surviving buildings, the Mehrum Building and Lindley Block, are in the process of having those metal facades removed as part of the Artspace project. The two properties were selected for the project after an extensive search, for the best location in Hamilton, over the past several years.

According to the Hamilton Lofts project lead, Sarah White, these facades have, in an ironic twist, protected the buildings from the elements over the years. While the structurally important aspects of the two century-old buildings will be left intact, the soft interiors are being completely gutted and rebuilt so that they will function as one.

The project was funded through a combination of public and private sources, including state historic tax credits and the National Endowment for the Arts and the Hamilton Community Foundation.

Project officials say that leasing will begin in the spring, and that those who are interested in applying for one of the residential or commercial art spaces can do so by attending their next informational session on Tuesday, November 18 at the Oxford Community Arts Center.

We have seen urban farming grow in popularity throughout Cincinnati – by far the largest urban center of the more than 3 million person mega-region – but is there an even brighter future for these community green spaces and food production zones in other smaller cities throughout the region? Might small, older cities like Hamilton and Middletown be well-suited to take the trend to the next stage? More from Urbanful:

Some two-thirds of the world’s urban land is located in small to medium urban clusters, defined as areas that are less than 10 square kilometers and up to 100 square kilometers, respectively, Shareable reports. Because more people live in small/medium urban centers, farm land in these areas can have a greater impact on the population than those of their bigger counterparts. Beyond that, less population density in smaller places means there’s a greater chance for larger land plots, which accordingly, can yields larger harvests.

A medium-sized “urban cluster” like Flint, Michigan, for instance, is just about the same size as Manhattan. According to the logic of the study, the smaller people-to-land ratio means more land would be available for urban farming in Flint. As a result, more food could be produced, and more people could reap the benefits of the production.
