Major projects to transform MLK Drive through Uptown over next 20 years

Three projects planned for MLK promise a dramatic reconfiguration of the three-mile cross-town roadway by 2020. The Ohio Department of Transportation’s (ODOT) Millcreek Expressway (I-75) reconstruction and the City of Cincinnati’s West MLK Drive Access Improvement have been funded and will commence construction in 2013. A third project – construction of an interchange at Interstate 71 – is still in preliminary planning stages and is scheduled to be built sometime after 2015.

Eminent domain proceedings are already underway which will see 30 homes and apartment buildings between McMicken Street and Good Samaritan Hospital demolished in 2012 or 2013. A wider and straighter West Martin Luther King Drive is planned to take their place, along with a bike path along the road’s northern edge.

The much larger I-71 interchange project at East Martin Luther King Drive will see many more residential properties taken – possibly more than 100 – in order to build the project’s ramps. Drawings shown at the February 15, 2011 meeting of Cincinnati City Council’s Sub Committee on Transportation & Infrastructure showed the entire shallow valley between Reading Road and Gilbert Avenue north of East Martin Luther King Drive redeveloped by automobile-oriented commercial buildings.

History of Martin Luther King Drive
What is now known as Martin Luther King Drive was created by connecting three existing streets: Dixmyth Ave, St. Clair and Melish Avenue. The St. Clair extension, a six-lane stretch of Martin Luther King Drive between Clifton Avenue and Jefferson Avenue, was built in the early 1960’s. The Melish Avenue Extension between Reading Road and Victory Parkway was built in two phases: a bridge over I-71 built in 1970 and a half-mile stretch between Gilbert Avenue and Victory Parkway mid-decade. The final link – the climb between Dixmyth Avenue near Good Samaritan Hospital – opened in the early 1980’s.

In 1987, Cincinnati city councilman Tyrone Yates led an effort to rename Reading Road after Martin Luther King, Jr. This proposal was rejected on technical grounds and attention was shifted to a 16-mile cross-town path that would have seen the entirety of Westwood Northern Boulevard, Hopple Street, the Hopple Street Viaduct, Dixmyth, St. Clair, Melish, and Madison Rd. to Madisonville renamed for the Civil Rights leader.

This grandiose proposal was scuttled by the great-great grandson of either Casper or James Hopple (reports do not specify), the brothers who came to Cincinnati in 1802 for whom Hopple Street and the viaduct are named.

Plans for a Martin Luther King street were downscaled to the present three-mile stretch between Central Parkway and Victory Parkway, but met more resistance from those who objected to the renaming of St. Clair. An offer was made to rename Central Parkway after General Arthur St. Clair, but no substitute St. Clair designation was made after Martin Luther King Drive came into existence that summer.

The Future of Martin Luther King Drive
The two projects in planning at either end of Martin Luther King Drive do not address the horrendous appearance of the road’s central segment between Jefferson Avenue and Reading Road. Here, no design guidelines were ever put in place, and the quaint residential character of Corryville has been replaced by a confusion of fast food restaurants, gas stations, parking lots, parking garages, telephone poles, and faux-urban apartment complexes.

The burying of utilities is the obvious starting point for any improvement of the area. But a comprehensive plan is needed for properties bordering MLK between Jefferson and Reading in order to assure that the increased traffic introduced by the I-71 interchange motivates higher quality construction.

The if-Houston-had-hills character of Martin Luther King Drive has no doubt negatively affected the ability of the University of Cincinnati to recruit top students and faculty. It is a prime reason why many suburban Cincinnatians prefer trips to new suburban hospitals over the old ones. This situation is the legacy of the WWII and Baby Boomer generations. It might be too late to wish for Martin Luther King Drive to become a showpiece, but young people who profess to care for this city’s future must be vigilant in demanding something better than what we have had handed to them.

Potential Corryville demolition up for Livable Communities hearing

An entire city block of historic architecture is up for rezoning and demolition, and will be debated at a City Council Livable Communities hearing this afternoon at City Hall.

Student housing conglomerate Uptown Properties has proposed a new 72-unit student housing project in the Corryville neighborhood, located on the east side of University of Cincinnati’s campus. This comes on the heels of the 120-unit 65 West student apartment complex being constructed on the former Friar’s Club location at the corner of Ohio and McMillan Streets in Clifton Heights. At first glance, the proposal seems feasible, but in order for the project to be completed, the block of 7 historic properties on Euclid Avenue would be razed to the ground.

Many community members and preservationists feel that removing the structures would be a short sighted move for a city that is so rapidly losing its historic urban fabric due to demolishing buildings instead of restoring them. The Corryville neighborhood has lost over half its housing stock to expansions from the local hospitals and the University of Cincinnati.

Danny Klingler, director of preservationist organization OTR A.D.O.P.T., sees no benefit to destroying the properties. “It’s one thing to do blight removal with properties that are condemned or ordered to be vacant, or have problems with lead,” Klingler said. “We have over 250 buildings in OTR that are like that. With these [buildings on Euclid,] though, there’s absolutely nothing wrong with them – you could go live in them right now, they are beautiful on the inside. You wipe them out and you lose something that makes Cincinnati unique. Not only that, but you replace it with cookie-cutter Uptown Rental properties that are less affordable.”

The current buildings are single family homes all built around the same time during the late 19th century in a Victorian style. According to residents, the block is one of the most beautiful and well preserved examples of Victorian architecture in the community. Uptown Properties has a history of converting historic buildings into student housing, yet its more recent projects have a bland, “value-engineered” look to them.

Neil Clingerman, a recent University of Cincinnati grad and former Cincinnati resident, has helped to virtually lead the charge in bringing attention to the potential demolitions.

“I used to live in Cincinnati, but after so many demolitions of historic structures, I felt it had no future,” explained Clingerman. “As a young guy looking to enter the professional world I wanted to be in a place that was alive and was willing to support the urban lifestyle I was looking for. As a result, I left Cincinnati after graduation, and moved to Chicago where I live in a neighborhood that approximates Corryville in era and style, and on top of this is full of activity and is a part of the city that is growing. Corryville can do the same, but it has to realize just how wonderful the buildings it has are, and how this can be used as a catalyst to promote population growth beyond transient students.”

Experts have estimated the new construction could cost potential renters up to twice as much for rent costs, which will drive out low income and student renters who are already struggling with tuition costs. The PLAN Cincinnati Housing Market Study document that current Council members should be familiar with outlines the situation for renters in the area: “The city’s renters experienced a loss of purchasing power during the past decade, as the median rent rose while their incomes declined. In addition, the city lost 7,847 assisted units (vouchers and public housing properties) between 2000 and 2010, making very affordable rentals even more difficult to find.” This information makes tearing down good buildings in order to build more expensive ones with less character hard to justify.

“Corryville has seen a large destruction of its historic building stock for decades. No longer can we accept these demolitions in this distinct neighborhood,” said Charles Marxen, Sustainability Advocate and student at the University of Cincinnati. “This block of Euclid Avenue is one of the most intact streets in the neighborhood, and its loss would provide little hope for buildings enduring the same struggle in the future. Uptown is a very unique area that cannot be recreated. Replacing it with what Uptown Rental Properties is proposing would be a devastating loss to the city’s rich history.”

The Livable Communities committee of City Council will be meeting today in the council chambers of City Hall at 801 Plum Street in room 300. The meeting is from 2pm-5pm, but the item is second on the agenda and will more than likely be addressed around 2.30 pm.

Community members are encouraging those interested to show their support by attending the meeting or writing an email in support of saving the properties to City Council members.

Cincinnati Park Board wins state award, national praise for solar energy program

The Cincinnati Park Board has been pursuing a more sustainable future over the past few years. Projects have included solar trash compactors, geothermal wells, rain gardens, invasive non-native plant removal, rain barrels, wind turbines and the development of solar panels among others.

As a result of their efforts, the Cincinnati Park Board is now the owner of the largest number of solar-powered structures in Ohio. Additionally, their 2010 Solar Panel Installation project has earned the organization first place honors from the Ohio Parks & Recreation Association (OPRA) and a Green Award of Excellence.

“Cincinnati Park Board’s use of solar voltaics in their parks is laudatory and quite amazing,” said Peter Harnik, director of the Center for City Park Excellence at the Trust for Public Land. “It is possibly doing more than any other park agency in the country.”

Elsewhere across the United States the Center for City Park Excellence points to two solar-powered fountains in Kansas City, solar-powered concerts in Austin and solar-powered lights in Santa Fe. In Atlanta, Harnik notes, that officials with the Atlanta Beltline have installed a 35kW system in a 7.5-acre park there that should make the park economically neutral.

State officials say that the awards were judged in a two-tiered process which included a panel of parks and recreation professional from around the state in addition to the OPRA’s board of directors. Cincinnati park officials earned the award specifically for their aggressive solar energy project funded by $451,000 in federal grants, $300,000 in state grants and additional private funds that made the installation of solar photovoltaic panels at 13 park facilities possible.

Ault Park, Krohn Conservatory and International Friendship Park are three of the locations for solar installation that are contributing to an anticipated 166,900 kWh energy production. An operations headquarters at 3215 Reading Road is the largest production location generating an estimated 50,000 kWh.

Going forward the Center for City Parks Excellence sees the use of solar energy and other renewable energy sources within city parks as a unique opportunity, but that additional studies and analysis should be conducted from these early adopters. In particular, Harnik says that it will be interesting to find out how much money Cincinnati’s effort makes or loses, and how much energy is fed into the grid.

National organization to manage bikes at Riverfront Park

Cincinnati will join the ranks of Chicago, San Francisco, New York City, Washington D.C. and Miami, Florida as another city to utilize Bike and Roll, a nationally recognized bicycle rental and tour company, as the operator of the Bike, Mobility and Visitor’s Center for the Central Riverfront Park. The center is scheduled to open in Fall of 2011, along with the Jacob G. Schmidlapp Stage and Event Lawn, despite recent city budget cutbacks to the Parks Board.

“The Phase I features currently under construction are being built with a blend of previously procured federal, state, local and private funds,” said Willie Carden, Director of Cincinnati Parks. “So this construction work will proceed as we endeavor to open and maintain the park. In the meantime, Common Area Maintainence charges from The Banks development, the Schmidlapp Event Lawn rentals, and rent from the Moerlein Lager House and the Bike Center will begin to generate significant revenues for the operation of the park – attracting thousands of visitors for recreation, socialization and relaxation to the region’s new front door.”

In a true example of public-private funding and ownership, Bike and Park (the Cincinnati branch of the company) will exclusively staff, maintain, and operate the Visitor’s Center and bike rental facilities – including lockers, showers, and toilet rooms – in the park. They will pay all rent and operating costs, and will fully furnish the center.

The Bike and Mobility Center will offer a full range of options for both visitors and Cincinnati residents to enjoy. A wide variety of bikes will be available for rent, as well as strollers, tagalongs, trailers and kids’ safety equipment.

Bike repair services will be available at the center, a relief to bikers in the Basin who have been longing for a bike shop or a place to fill their tires that is in the 45202 zip code. There will also be bike storage facilities for commuters coming in from the Ohio River Bike Trail who want to ride to work. The Visitor’s Center shop will carry bike-related retail items, as well as pre packaged snacks and drinks for purchase.

“The Bike Center will provide more health and recreational opportunities to downtown commuters and visitors than ever before,” said Carden. “Bike and Park is committed to providing outstanding service and equipment to enhance the Cincinnati Riverfront Park experience for all—just as they have done in the dynamic communities in which they currently operate.”

Bike and Roll has built up a vast network of sight-seeing tours for its other locations – visitors can ride around at Fisherman’s Wharf in San Francisco, or Navy Pier in Chicago. Having an experienced, nationally recognized company create new routes, maps and biking experiences will help to shape Cincinnati’s cycle culture for the better, making riding a bike in Cincinnati safer and more mainstream.

Cincinnati could sue state if governor pulls streetcar funding

Streetcar supporters were outraged when they heard Ohio Governor John Kasich (R) was considering pulling as much as $52 million in state support from the Cincinnati Streetcar project. Such of move would have left the project with a financing gap and would have resulted in reduced scope or delayed construction. But according to some, a move of that nature by the governor may not carry legal merit.

The premise for cutting the funds for Cincinnati’s modern streetcar system is that the State of Ohio is facing an $8 billion budget deficit, and state leaders are examining many ways to cut that figure. But according to Ken Prendergast, executive director of All Aboard Ohio, those funds awarded to the Cincinnati Streetcar would not actually impact the state budget.

“The funds to be cut are federal transportation dollars. If they are not used on the streetcar, then they would be used on a transportation project with a lower TRAC ranking,” Prendergast explained. “In other words, Kasich is giving Cincinnati a false choice.”

Prendergast is referring to the Ohio Department of Transportation’s (ODOT) Transportation Review Advisory Council (TRAC) which was first established in 1998 to depoliticize the allocation of transportation funding. TRAC awards money based on a merit score, and the Cincinnati Streetcar earned 84 points which placed it as the highest-scoring transportation project in the entire state.

Local officials close to the Cincinnati Streetcar project believe Governor Kasich is attempting to strip the funds from the streetcar and reallocated them to the $2 billion Brent Spence Bridge replacement which scored a paltry 44 points on TRAC’s transportation list. The other reality is that the money could go to the Eastern Corridor plan which had three components scoring 34, 39 and 48 points – all well below the Cincinnati Streetcar’s state-leading 84 points.

“Our governor is making a false argument that pulling back this federal money will save the state money,” said Prendergast. “The streetcar funding has nothing to do with the state’s deficit. If it is not used for the streetcar, it will go to a lower-ranked Ohio road project.”

Two separate studies estimate that the modern streetcar project will stimulate approximately $1.5 billion of new investment in Downtown and Over-the-Rhine, or roughly 15 times the cost of the streetcar project. The Cincinnati Streetcar’s second phase Uptown is also expected to make large economic impacts, and has scored a 71.5 points on TRAC’s list.

“Why is our governor against redeveloping Cincinnati’s downtown and Over-the-Rhine areas with the streetcar? Steel rails offer a far superior path to jobs and growth and clean air than yet another asphalt road pitted with potholes,” concluded Jack Shaner, deputy director of the Ohio Environmental Council.

According to Prendergast, the end result may be a another legal battle for the controversial governor. He says that at attempt to move the funds from the streetcar to another, lower-ranking transportation project, that Cincinnati officials would have legal grounds to sue the state for not following its own criteria in awarding federal transportation funds.
