Clara, this is the response I received from SORTA:

"The board action Tuesday authorizes the organization to become the streetcar operator subject to the parties entering into a mutually agreed upon operating agreement, development of a comprehensive community engagement program and with the understanding that the funding of streetcar does not negatively impact the sustainability of existing system. We are just beginning to work with the city to develop this agreement."

Basically it is too early to speculate based on current funding mechanisms. In terms of federal funding though, my understanding is that these monies are often earmarked for a particular use (i.e. bus replacement, transit hub, etc). So in that case I do not think money could be moved from one to the other without jeopardizing the funds. Hopefully this helps.

I understand, and agree, that any funds for SORTA buses should not be used for streetcar, but does the arrangement work both ways? I'd be a little concerned that SORTA, acting as the funding recipient, could siphon money from the streetcar and use it for buses. Allay my fears, Randy!
